The Trustees of the California State University will receive sealed bid proposals from pre-qualified bidders in the Procurement Office, Building 75, at 3801 W. Temple Ave., Pomona, California 91731, to furnish all labor, materials, equipment, apparatus, facilities, transportation, and permits for the Fire Alarm Upgrades Project at California State Polytechnic University, Pomona (Cal Poly Pomona).
Sealed bid proposals will be received before 2:00 PM on Thursday, November 9, 2017, in accordance with the contract documents, at which time the proposals will be publicly opened and read. The bid must be submitted on the Bid Proposal Forms provided by the University, completely filled out and sealed in an envelope.
Project Description: Installation of new fire alarm control panels, fire alarm devices associated conduits and wirings and their connections to existing network for monitoring of fire alarm system in various buildings on campus. The construction estimate is $2,300,000.00. The license requirement is any one, or combination of the following classifications B or C10, and must be Gamewell FCI certified supplier and installer.
Technical Qualification Requirements: To be qualified for this Fire Alarm Project, a bidding contractor shall be a certified supplier and installer of FCI-make fire alarm system. A bidding contractor who is certified as a supplier and installer of FCI make fire alarm system can bid with a Class B or C10 prime contractor as a sub-contractor, if the prime contractors are not certified suppliers and installers of FCI-make fire alarm system.

Each bidder offering a proposal must comply with bidding provisions of Article 2.00 et seq. in the Contract General Conditions, and should be familiar with all the provisions of the Contract General Conditions and Supplementary General Conditions, especially Article 2.02, regarding the necessity to submit prequalification documents to with the Trustees ten (10) business days prior to the bid date.

Bidder shall enclose with the Bid Proposal Form a bidders security in an amount equal to ten (10) percent of the amount of the bid, including alternatives (see Article 2.06 (c) of the Contract General Conditions). If the bidder is awarded the contract and then fails to execute the contract, this bidders security shall be forfeited to the Trustees. The bidder should be familiar with all the provisions of the Contract General Conditions and Supplementary General Conditions.
This project is a public works project and is subject to prevailing wage rate laws (see Contract General Conditions, Article 4.02-c). All contractors and all tiers of subcontractors bidding on this project shall register to bid public works projects with the Department of Industrial Relations (DIR), and maintain current this registration pursuant to Labor Code Section 1725.5. A mandatory bidders conference/job-walk has been scheduled for Friday, October 20, 2017, at 10:00 AM. Bidders should assemble at California State Polytechnic University, 3801 W. Temple Ave., Building 49A, Pomona, California 91768. Prospective bidders must attend this bidders conference/job-walk at the scheduled date and time to be eligible to submit a bid on this project. Failure to attend will result in rejection of bid proposal. Please allow approximately 3 hours in your schedule.
It will be the responsibility of each bidder for pre-qualification and to obtain a bid proposal package in sufficient time to fulfill requirements therein. The Bid Documents are available to bidders who have been pre-qualified by the Chancellors Office, and licensed in the State of California with any one, or combination of the following classifications B or C10 license. The Trustees require the successful bidder to achieve five percent (5%) DVBE participation in contracting construction projects as established in the bidding documents, and this must occur prior to the bid opening. In accordance with Government Code section 14838(f), and Military and Veterans Code sections 999.5(a) and 999.5(d), the Trustees are granting a bid incentive for bid evaluation purposes only to Bidders that exceed the five percent DVBE participation requirement. The level of DVBE incentive will correlate to the level of participation; that is, the more DVBE participation proposed, the higher the incentive.

The time period for completion of the overall project shall be 330 calendar day from The Notice to Proceed. Liquidated damages are 1,200.00 for each calendar day completion is beyond the time prescribed.
