The California Department of Corrections and Rehabilitation (CDCR) has established Cognitive Behavioral Treatment (CBT) programming for offenders who demonstrate the willingness to maintain appropriate behavior to take advantage of such programming and for offenders who have been referred to the program based upon substance use or possession infractions. CDCRs goal is to address offenders criminogenic needs prior to release and to facilitate a successful transition back to their communities in order to reduce their likelihood of re-offending.
Additionally, the CDCR has established a Long Term Offender Program (LTOP) at designated institutions to provide programs for offenders who are subject to the Board of Parole Hearings parole suitability process and demonstrate a willingness to maintain appropriate behavior to take advantage of such programming. CDCRs goal in providing cognitive behavioral treatment programs to long-term offenders is to address their criminogenic needs, which may make them an unreasonable risk to society if released on parole, and to reduce their likelihood of reoffending.
