New Castle County’s Department of Community Services is seeking bids for emergency home repairs under
the Emergency Home Repair program. The repairs under the Emergency Home Repair program should not
exceed $5,000.00. In the event that estimated repairs exceed $5,000, approval must be obtained from the
Department of Community Services Loan Review Board.
In all cases, vendor must receive prior written approval from Department of Community Services before
beginning any work.
The program addresses emergency repairs to eligible New Castle County homeowners outside the City of
Wilmington or Newark.
This bid is for Roof replacement only. All other sections of the original bid will be extended.
Roof replacement (Section II) (New Castle County Contractors License is required.)
Vendors will be responsible for all required permits and inspections.
With the exception of the EPA lead based paint certificate, all vendors must include with their bid
submission current Local or State License including Business, Plumbing, Electrical, HVAC, Boiler,
and/or New Castle County Contractors license, proof of all required insurance for the section they are

Common renovation activities like sanding, cutting, and demolition can create hazardous lead dust and chips
by disturbing lead-based paint, which can be harmful to adults and children. To protect against this risk, on
April 22, 2008, EPA issued the Renovation, Repair and Painting Rule (RRP). It requires that firms
performing renovation, repair, and painting projects that disturb lead-based paint in pre-1978 homes, child
care facilities and schools be certified by EPA and that they use certified renovators who are trained by EPA-

approved training providers to follow lead-safe work practices. Under the RRP, contractors must use lead-
safe work practices and follow these three simple procedures: Contain the work area; Minimize dust; Clean
up thoroughly. Individuals can become certified renovators by taking an eight-hour training course from an
EPA-approved training provider.

Please Note: Firms and individuals must be EPA RRP certified and submit certifications before they will be
given any work on pre-1978 housing.
HUD Section 3 Compliance
Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S.C. 1701u) (Section 3)
requires New Castle County to ensure that employment and other economic and business opportunities
generated by the Department of Housing and Urban Development (HUD) financial assistance, to the greatest
extent feasible, are directed to public housing residents and other low-income persons, particularly recipients
of government housing assistance, and business concerns that provide economic opportunities to low-and
very-low income persons.
Section 3 is applicable when the normal completion of construction and rehabilitation projects creates the
need for new employment, contracting, or training opportunities. If the expenditure of covered funding does
not result in new employment, contracting, or training opportunities, the requirements of Section 3 are not
As a recipient of HUD Community Planning and Development assistance, New Castle County certifies it
will comply with the requirements of Section 3. The requirements of Section 3 also apply to contractors or
subcontractors that receive contracts in excess of $100,000 for Section 3 eligible projects/activities.

***With the exception of the EPA certificate, all certificates, licenses and the completed Section 3
Certification Forms must be submitted with the bid documents. Failure to do so will exclude your firm
from the award.
New Castle County may require additional repair related services, products, and /or equipment not
specifically listed. Vendor may be given the opportunity to provide a quote. Should New Castle County
deem the quote to be non-competitive, New Castle County may obtain quotes from other vendors.
Workers’ Compensation & Employer’s Liability Insurance
Vendor shall purchase and keep in force and effect workers’ compensation insurance that will
provide the applicable statutory benefits for all of the vendor’s employees who may or do
suffer covered injuries or diseases while involved in the performance of their work for the Vendor;
and, even if permitted to do so by statute, Vendor shall not reject any workers’ compensation
insurance option that, in the absence of such a rejection, would be applicable to any of the said
employees. The policy providing the workers’ compensation insurance shall include: (1) broad form
all-states coverage; (2) an endorsement that specifically waives any subrogation rights the insurer
would otherwise have against New Castle County, its officials or employees.
Vendor shall purchase and keep in force and effect, Employer’s Liability insurance with maximum
limits for each employee of $1,000,000 for each bodily injury by accident, or occupational disease,
and $1,000,000 aggregate maximum limits for all bodily injuries by accidents and occupational
diseases within the coverage period, regardless of the number of employees who may sustain bodily
injuries by accident or occupational disease.
Automobile and General Liability Insurance
Vendor shall purchase: (1) motor vehicle liability coverage, for owned, hired and non-owned
vehicles, covering any and all claims for bodily injury and property damage that arise out of
