PROJECT INFORMATION
This Request for Proposal (RFP) issued by the Delaware Department of Technology and Information
(DTI) is for the purpose of acquiring Proposals from interested firms to provide Geographic
Information System (GIS) software, SaaS (Software as a Service) based GIS, Open Data sharing
mechanisms, associated data products, and associated services.
BACKGROUND
DTI manages the distribution of GIS software to agencies through four primary mechanisms that
include standalone licensed desktop software, centrally licensed desktop software made available
through a license manager, server-based software, and existing GIS SaaS and user licenses. The
software products may also include extensions or add-ons.
Delaware state agencies currently use a variety of GIS software products. Most of the standalone and
server-based desktop installations are Esri (ArcGIS) software products and extensions, with
instances of Caliper Corporation’s Maptitude, Bentley products, MapInfo, Google mapping products,
and Intergraph’s GeoMedia software. The installed base of software currently includes:
I.
Standalone license installations: Fifty to one hundred (50-100) instances of GIS software
products on individual laptops, desktops and other devices located across the state.
A.
Twenty-five to fifty (25-50) installations of software extensions that enable integration
and collaboration with Esri products.
II. Centrally licensed installations (license manager/concurrent use)
A.
One Hundred (100) peak concurrent users of desktop software.
B.
Eight hundred and thirty (830) peak concurrent users of desktop and extensions.
C.
Four hundred and fifty (450) unique users of desktop.
III. Server-based software: Four (4) agencies have instances of Esri ArcGIS Server installations.
IV. GIS SaaS: The State’s existing GIS SaaS solution consists of five (5) Esri ArcGIS Online
organizations and that include Esri Open Data Portal.
V.
The majority of user workstations are running on the Windows Operating System, and the
State supports use of other operating systems.
In addition, DTI manages the State’s enterprise GIS data storage and services solution called
FirstMap (https://firstmap.delaware.gov/). FirstMap is the State’s centralized GIS data storage and
services (Enterprise GIS) solution.
The FirstMap system is built on hardware that resides at the William Penn data center. All ArcGIS
Server instances run on Windows servers, and Oracle databases are installed primarily on Linux
servers.
