PRE-PROPOSAL CONFERENCE:
There will not be a pre-proposal conference for this sourcing event.
INTRODUCTION& SCOPE OF WORK
Multnomah County, Aging, Disability, and Veteran Services Division (ADVSD), is seeking a consultant to support the
division in conducting and developing a strategic planning process. ADVSD’s primary goal is to help elders and adults with
disabilities live as independently as possible and it provides a range of services—some directly and others under contract
with community agencies—to achieve that end.
In order to ensure that ADVSD is prepared for the future, Multnomah County is seeking a consultant to help shape the
strategic planning process for the coming years. This process will ensure that the mission, vision, and values of ADVSD
align with the needs of the community and reflect the goals of Multnomah County.
The key services elements of this process are as follows:
Review and update of Division’s mission, vision and values - aligning with racial justice and equity goals;
Conduct a bottom-up participatory process that is driven by engagement and input from staff, stakeholders and
program participants;
Anchor the planning process and the resulting plan in racial and social justice;
Align the strategic plan with the Division’s Racial Justice and Equity Plan and 2021-2025 Area Plan for Older Adults
and People with Disabilities (both in development); and,
Develop a plan that addresses the rapidly changing environment that the Division and it’s participants operate and live
in - identifying transformational and aspirational goals and building a flexible framework that addresses social,
technical and structural needs of the organization
Potential deliverables:
A documented road map of the process;
Documentation of the participatory input from staff, stakeholders and participants that can be used by the Division for
qualitative analysis;
Updated Division mission, vision and values; and,
A planning document that:
clearly aligns with the Division’s Racial Justice and Equity Plan and 2021-2025 Area Plan; and,
outlines aspirational and transformative goals and strategic objectives.
METHOD OF AWARD
The County will award one (1) contract as a result of this Sourcing Event.
ESTIMATED PURCHASES
The estimated amount of funding for this project is $50,000. The County does not guarantee that any minimum amount of services will
be purchased.
METHOD OF CONTRACTING
A Services Contract form is provided in the Buyer Attachments page showing the standard terms and conditions. Carefully review the
terms and conditions of the Contract. Additional Contract terms related to this procurement, if any, are set out below in the section entitled
Term of Contract.
TERM OF CONTRACT
The anticipated contract period for this service is May 1, 2019, through June 30, 2022.

PRE-AWARD RISK ASSESSMENT
Successful proposers whose contract award includes federal funding (as identified by a Catalog of Federal Domestic Assistance number)
will be subject to a PreAward Risk Assessment (which includes an evaluation of financial stability, quality of financial /management
systems, experience with federal funds, reports and findings from audits) completed by Multnomah County (if one has not been submitted
in the last year) prior to the issuance of a contract. Contractors who fail to submit the required documents will not be eligible for a contract
from the County.
