CustomerOrg=Multnomah. Select this event under the Business Opportunities section. You will need to login. If you haven’t registered
as a Supplier, you will be required to create an account by clicking the button at the bottom. After you have logged in you will then be

All questions must be asked in the Q & A Board under the Tools section located on the left side of the sourcing event by the Q&A
Submission Close Date. All proposals must be submitted electronically through the system. Any questions or submissions submitted via

PRE-PROPOSAL CONFERENCE:
There will not be a pre-proposal conference for this sourcing event.
INTRODUCTION
The Mid County Street Lighting Service District, No. 14, is seeking Proposers from whom it may purchase Light Emitting Diode (LED)
decorative street light luminaires. The luminaires are intended to replace existing High Pressure Sodium (HPS) luminaires on NE Halsey
Street and East Historic Columbia River Highway in the cities of Fairview and Troutdale, Oregon.
The Mid-County Street Lighting Service District was established by the Multnomah County Board of Commissioners who governs the
District. The District was organized in 1968 as Tulip Acres Lighting District to provide street lighting in the unincorporated areas of
Multnomah County and the cities of Maywood Park, Troutdale, and Fairview. Administration of the District is managed by the
Multnomah County Department of Community Services.
Portland General Electric (PGE) and Pacific Power provide energy, and the District organizes all maintenance services including repairs,
replacements, and upgrades to street lighting equipment.
SCOPE OF WORK
This procurement is for the purchase of light fixtures only. Installation of fixtures is not part of this procurement.
The District is looking to replace approximately 100 High Pressure Sodium (HPS) decorative acorn luminaires, with LED decorative
street lights in the Cities of Fairview and Troutdale, Oregon to reduce energy consumption, maintenance requirements and to
complement the Main Streets on Halsey Plan (http://mainstreetshalsey.com) by providing a unique, reliable and aesthetically pleasing
street light fixture in this key business corridor. The District is seeking a lense-less decorative luminaire that is designed after the
existing Crown Point Highway luminaires (see Attachment C) located on West Historic Columbia River Highway in Downtown
Troutdale (see Attachment B).
The decorative HPS acorn luminaires that will be replaced are located in the following corridors (see Attachment B)
#1 - NE Halsey Street from approximately 400 ft. east of NE 205th Avenue to NE Fairview Parkway (223rd Ave) in Fairview.
#2 - SW Halsey Street from SW Edgefield Meadows Ave to the junction with W Historic Columbia River Highway in Troutdale
#3 - West Historic Columbia River Highway at the junction with SW Halsey Street in Troutdale
East Historic Columbia River Highway from SE Jackson Park Road to the east entrance of Glenn Otto Park in Troutdale
The manufacturer warranty shall be for a minimum of 10 years to begin when product is received. It is required that the warranty cover
the following:
Luminaire internal wiring and connections
LED light sources(s)
Negligible light output from one or more of the LED packages constitutes a luminaire failure
LED Driver(s)
Additionally the Manufacturer or local sales representative shall be available to provide guidance support if needed during installation or
troubleshooting any issues that may arise during the life of the product via telephone, email or in person communication.
Product Requirements include:
1. LED assembly with IP66 rated enclosure
2. Option for 100, 150, 250 Watt HPS equivalent
3. UL-1598 listed
4. Voltage 120-277 Volts
5. Internal surge protection
6. UL recognized driver with dimming interface
7. CCT: Maximum 3000K and Minimum 2700K
8. Type III Distribution
9. Finish: Black Powder Coat
10. Control Interface: NEMA 7 Pin ANSI C136.41 Twist-Lock
11. Toolless entry access door
12. Mounting Tenon: 3 inch outer diameter
a. Depth must be compatible with District Standard decorative street light pole specs (see Attachment C)
13. Thermal Environment: -10 C to 35 C

14. Efficiency: 80 Lumens/Watt minimum
The District Anticipates delivery of decorative luminaires within 3 months of contract acceptance. Delivery of materials will be on
standard wood pallets and will need to be coordinated with District staff. Non-recyclable materials will not be allowed in the packaging
of luminaires.
QUESTIONS
All questions need to be submitted in writing to the Q & A Board in Multco Marketplace. A minimum score of 70% will be needed.
METHOD OF AWARD
The County will award one contract to the highest scoring proposer that is most qualified and has a clear understanding of the work to be
performed. A minimum score of 70% will be needed.
ESTIMATED PURCHASES
Anticipated spending is up to and not to exceed $150,000.00. The County does not guarantee that any minimum amount of services or
goods will be purchased.
METHOD OF CONTRACTING
A Services Contract form is provided in the Buyer Attachments page showing the standard terms and conditions. Carefully review the
terms and conditions of the Contract. Additional Contract terms related to this procurement, if any, are set out below in the section
entitled Term of Contract.
TERM OF CONTRACT
The maximum term of this contract is $150,000 or five years whichever comes first.
CONTRACT NEGOTIATIONS
The County will initiate contract negotiations with the responsive and responsible Proposer with the highest scoring proposal.
Multnomah County may, at its option, elect to negotiate general contract terms and conditions, services, pricing, implementation
schedules, and such other terms as the County determines are in the County’s best interest. If negotiations fail to result in a contract, the
County reserves the right to terminate the negotiations and initiate contract negotiations with the next highest scoring responsive and
responsible Proposer. This process may continue until a contract agreement is reached.

The insurance requirements are set forth in Exhibit 2 of the Services Contract located in the Buyer Attachments page. Please review
these requirements carefully.
