RFP CLARIFICATIONS:
The following are responses to questions received via e-mail and at the pre-proposal conference held on
January 21, 2022.
Q1. Will you be open to the project being done mostly through remote/video conferencing?
A1: It is acceptable that the project be conducted primarily remotely.
Q2. Would the selected vendor/partner, be precluded from participating in the implementation of the new
cloud based Human Capital Management (HCM) solution?
A2. As the selected vendor will help identifying the key functional and technical requirements for the HCM
suite Request for Proposal, that vendor would be precluded under Code of Virginia § 2.2-4373. to submit a
proposal for that procurement or any portion thereof.
Q3. Where is the detailed RFP and the instructions on how we should respond to the RFP?
A3. Please refer to the “Special Provisions”.
Q4. Is there a budget that is set aside for this project?
A4. There is no budget information available for this project.
Q5. Can we do offsite work because of the COVID situation?
A5. Refer to Q1 above.

Q6. What is the expected duration of the project?
A6. The estimated project duration is 6 to 8 months.
Q7. Do you have an incumbent that is doing the work that is listed in the solicitation or is this a new
requirement for which you need a senior architect?
A7. This is a new requirement.
Q8. Is there a requirement for US Citizenship for the resource or can the senior architect be a US
Permanent Resident (Green Card) or person with authorization to work in USA?
A8. It is acceptable for the personnel assigned to the project to be US permanent residents or have
authorization to work in the USA.
All other terms and conditions remain unchanged.
