1. SCOPE OF SERVICES:
1.1. The purpose of this Request for Proposal is to solicit sealed proposals to establish a contract
through competitive negotiation for the provision of off-the shelf leadership assessments for
individualized professional development by Fairfax County Public Schools. Leadership
assessments will be used to individualize the professional development to make the learning
more meaningful and relevant for each participant.
1.2. Offerors shall ensure that a representative who can bind the firm is available for both the
finalist interviews and negotiations.
2. MINIMUM QUALIFICATIONS
2.1. The following are the minimum qualifications an Offeror must meet or exceed, at the time of
submission, in order for FCPS to accept a proposal as responsive. Each Offeror must address
how it meets each of the below minimum qualifications when submitting its Technical Proposal.
If an Offeror fails to respond to each qualification, or if FCPS determines from the response that
an Offeror does not meet any one of the minimum qualifications, its proposal may be deemed
non-responsive and disqualified from further consideration.
a. Offeror must allow bulk purchases (orders of 50 assessments and more).
b. Offeror’s product catalog must include assessments that measure emotional
c. Offeror must provide assessments designed for post-employment delivery.
d. Offeror’s assessments must provide guidance for actionable results.
e. Offeror’s assessments must be designed for results to be presented in person
with appropriate feedback from a certified facilitator.
f. Offeror must provide options for FCPS’ employees to be trained and certified
to interpret the assessment results and provide feedback.
g. Offeror must provide both self-assessments and 360-degree assessments.
h. Offeror must agree to comply with the terms and conditions of FCPS’
Confidentiality Provisions – Employee Records (Appendix C).
3. PRE-PROPOSAL CONFERENCE:
3.1. An optional pre-proposal conference will be held on February 21, 2019 at 2 p.m. in the Fairfax
County Public Schools Gatehouse Administration Center, Conference Room 1180, 8115
Gatehouse Road, Falls Church, Virginia 22042-1203. To request reasonable ADA

3.2. The purpose of the pre-proposal conference is to give potential offerors an opportunity to ask
questions and to obtain clarification about any aspect of this Request for Proposal.
4. CONTRACT PERIOD AND RENEWAL:
4.1. This contract will begin on date of award, whichever is later, and terminate on March 31, 2024.
4.2. Automatic contract renewals are prohibited. This contract may be renewed at the expiration of
its term by agreement of both parties. Contract renewals must be authorized by and coordinated
through the Office of Procurement Services. FCPS reserves the right to renew the contract for
three (3) additional one-year periods.
4.3. Notice of intent to renew will be given to the Contractor in writing by the Office of Procurement
Services, normally 60 days before the expiration date of the current contract. (This notice shall
not be deemed to commit the County to a contract renewal.)
4.4. The obligation of the County to pay compensation due the contractor under the contract or any
other payment obligations under any contract awarded pursuant to this Request for Proposal is
subject to appropriations by the Fairfax County Board of Supervisors to satisfy payment of such
obligations. The County’s obligations to make payments during subsequent fiscal years are
dependent upon the same action. If such an appropriation is not made for any fiscal year, the
contract shall terminate effective at the end of the fiscal year for which funds were appropriated
and the County will not be obligated to make any payments under the contract beyond the
amount appropriated for payment obligations under the contract. The County will provide the
contractor with written notice of non-appropriation of funds within thirty (30) calendar days after
action is completed by the Board of Supervisors. However, the County’s failure to provide such
notice shall not extend the contract into a fiscal year in which sufficient funds have not been

5.2. The Office of Professional Growth and Career Development (OPGCD), as part of the Office of
Professional Learning and Family Engagement (OPLFE) strives to develop the leadership
capacities for current and aspiring leaders.
As part of the FCPS Strategic Plan, OPLFE has been charged with developing a
comprehensive professional development plan that supports all employees, both instructional
and operational, across the division. A copy of the Strategic Plan can be found on FCPS’

5.3. The audience for these online assessments is comprised of current FCPS employees who are
interested in personalized professional development opportunities or are participants in one of
the leadership development programs or courses coordinated and executed by OPGCD. This
includes operational/support employees, instructional employees, central office leaders,
aspiring assistant principals and principals, and newly appointed assistant principals and
principals. The assessments will provide participants with a deeper understanding of their own
leadership tendencies, creating a foundation from which to shape their professional growth.
5.4. Many of the leadership development programs require heightened levels of self-awareness with
regard to topics including, but not limited to: participants’ emotional intelligence; personality type;
decision, change, and influence style; customer service aptitude; and approach to leadership.
Assessments with relevant results and feedback are needed to address these components of
5.5. The Leadership Development team, as part of OPGCD, is looking to invest in facilitator training
and certification in order to make the continued use of leadership assessments sustainable for
future professional development in support of the comprehensive professional development
plan for all FCPS employees.
5.6. The number of online assessments that will be scored each year will vary, as it will depend on
the number of participants. OPGCD plans to administer one or more assessment types to
participants in five different programs and several COMPASS seminars and courses.
Approximately 500 assessments measuring different leadership components or more will be
administered each year, also dependent on demand for courses by departments, offices, and
