15 The Division of Facilities Development, hereinafter termed DFD, hereby announces that it is
16 advertising for bids from certified contractors for the above project.
18 NOTICE: All potential bidders must become certified by DOA prior to submitting bids on
19 state construction projects with budgets over $50,000. All bids received from contractors
20 who are not certified will be rejected. These changes take effect January 1, 2014. Contractor
21 certification applications and instructions for completing the form may be obtained from the DOA
22 Website. DFD Contractor Certification page:

26 Bids must be received at State of Wisconsin Administration Building, 101 East Wilson Street, 7th
27 Floor Reception Desk, Madison, Wisconsin 53703, on or before the closing date and time
28 indicated above.
30 In general the work consists of: Conversion of a Biological Safety Level 1 (BSL-1) lab to a
31 BSL-2 lab. Remodeling of an existing laboratory to accommodate an orthopedic robot.
32 Work will include construction of new walls, installation of structural steel and
33 modifications to finishes. MEP/FP systems modifications include relocation of grilles and
34 ductwork, new lighting, extension of power to lab, power connection modifications,
35 actuator control cabinet fabrication, piping modifications for new sinks, eyewash station
36 and shower and addition of 3 sprinkler heads. The project does not include providing or
37 installing the orthopedic robot its control panel or other pieces of furniture as noted on
38 the drawings.
42 Construction bidding documents (drawings, specifications and addenda) may be obtained only
43 as downloadable electronic files (in PDF format) from the Division of Facilities Development
44 website. Construction bidding documents may also be available at various Builders’ Exchanges.
45 Additional project construction bidding information, including plan holders list, is available on the
46 DFD website. Please note that a WisBuild login and password are required to download bidding
47 documents. Interested parties may request a WisBuild login and password at the DFD website –
48 allow 2 days to process login and password requests.

1 The 2017-2019 Wisconsin State Budget (2017 Wisconsin Act 59) repealed Wisconsin’s
2 prevailing wage laws. Effective September 23, 2017, state prevailing wage requirements
3 on state building projects no longer apply. These changes take effect for projects
4 advertised for bid after September 23, 2017. This change does not affect the Federal
5 Davis Bacon Act requirements.
