19 The Division of Facilities Development, hereinafter termed DFD, hereby announces that it is
20 advertising for bids from certified contractors for the above project.
22 NOTICE: All potential bidders must become certified by DOA prior to submitting bids on
23 state construction projects with budgets over $50,000. All bids received from contractors
24 who are not certified will be rejected. These changes take effect January 1, 2014. Contractor
25 certification applications and instructions for completing the form may be obtained from the DOA
26 Website. DFD Contractor Certification page:

30 Bids must be received at State of Wisconsin Administration Building, 101 East Wilson Street, 7th
31 Floor Reception Desk, Madison, Wisconsin 53703, on or before the closing date and time
32 indicated above.
34 In general the work consists of: remodel and convert the unused group counseling and
35 breakout rooms for the relocated Custodial Services. The new Custodial Offices will
36 contain five private offices and an open area for workstations. Work includes but is not
37 limited to demolition of existing non-load bearing steel stud and gypsum wall board
38 partitions, doors, lay-in ceiling, marker boards, light fixtures, electrical, voice/data,
39 mechanical diffusers, ductwork, thermostats, and sawcut existing concrete floor.
40 Renovations include new steel stud and gypsum wall board partitions, doors, lay-in
41 ceilings, lighting, electrical, voice/data, mechanical diffusers, ductwork, thermostats, new
42 plumbing, plumbing fixtures, new kitchen cabinets, and new concrete slab. Existing
43 marker boards are to be remove and remount in new locations.
45 CLASS 1 NOTICE:
47 Notice is hereby given in accordance with Section 16.855(10), Wisconsin Statutes, that the
48 Division believes it is in the best interests of the State to contract the following work from
49 only one source, without the usual statutory procedures:

1 Construction bidding documents (drawings, specifications and addenda) may be obtained only
2 as downloadable electronic files (in PDF format) from the Division of Facilities Development
3 website. Construction bidding documents may also be available at various Builders’ Exchanges.
4 Additional project construction bidding information, including plan holders list, is available on the
5 DFD website. Please note that a WisBuild login and password are required to download bidding
6 documents. Interested parties may request a WisBuild login and password at the DFD website –
7 allow 2 days to process login and password requests.
9 The 2017-2019 Wisconsin State Budget (2017 Wisconsin Act 59) repealed Wisconsin’s
10 prevailing wage laws. Effective September 23, 2017, state prevailing wage requirements
11 on state building projects no longer apply. These changes take effect for projects
12 advertised for bid after September 23, 2017. This change does not affect the Federal
13 Davis Bacon Act requirements.
15 A non-mandatory pre-bid tour is scheduled for Tuesday, August 11th, 2020, at 10:00 am. It is
16 highly recommended. Bidders shall park in the campus Visitor Lot #15 located across from Reeve
17 Memorial Union. Bidders shall walk down the sidewalk between Albee Hall and Dempsey Hall to
18 the accessible entrance to the facility and meet within the front vestibule of Polk Library (we will
19 be practicing social distancing with the recommendation of face coverings). Once everyone has
20 checked-in, we will tour the work area in the basement level. Any questions contact JoAnn Rife
