INVITATION TO BID DEPARTMENT OF BUILDINGS AND GENERAL SERVICES STATE OF VERMONT Contractors are invited to bid on the Snow Intake Prevention Louvers Project, at the Forensics Lab, 9 State Drive in Waterbury, Vermont. This project consists of, but is not limited to: Replace existing outside air intake hoods with snow intake prevention louvers to prevent problematic snow from entering makeup air handling unit. Scope of Work A. Mechanical: 1. Demo existing intake hoods and dampers 2. Two New Intake ducts connected 3. Four (4) MISTOP two (2) stack hoods sized for six (6) 48”x 24” x 1” Acme Mfg. MISTOP SnoStop panels, one per side x 2 ducts. 4. Acme Mfg. ‘MISTOP’ SnoStop Snow Eliminator system for installation into four intake hoods. B. Electrical: 1. Power wiring conduit per NEC from panel; breakers and disconnect. 2.MISTOP SnoStop controls system for four systems ( two per intake ) 3. Install MISTOP Subpanel and disconnects 4.Miscellaneous as required for complete system C. Roofing: 1. Provide Carlisle EPDM membrane roofing work as required to waterproof new penetrations using compatible patching, boots, where structural supports and new sewer vents were installed. Maintain roof warranty 2. New roof pads. D. Plumbing : Provide sewer vent relocations (2). SS Duct drains E. DEDUCT ALTERNATE 1: Snow elimination system 1. Do not Provide MISTOP SnoStop system or controls 2. Do not provide electrical for SnoStop system. 3. In lieu of SnoStop system provide 48” x 24” x 1” bird screen panels with 1/2” x 1/2” screening. Funding Source: This project is being funded, in whole or in part, through the state’s capital construction act(s) and shall require compliance with the Vermont Prevailing Wage and Fringe Benefit Rate requirements (reference Instructions to Bidders, Prevailing Wage Rate Revision Date: May 30, 2020 Page | 3 Requirements). CLOSING DATE: Bids must be received by the State by the due date specified on the front page of this RFP. Late bids will not be considered. i. The State may, for cause, issue an addendum to change the date and/or time when bids are due. If a change is made, the State will inform all bidders by posting at the webpage indicated on the front page of this RFP. ii. There will not be a public bid opening. However, the State will record the name, city and state for any and all bids received by the due date. b. STATE SECURITY PROCEDURES: Please be advised extra time will be needed when visiting and/or delivering information to State of Vermont offices. All individuals visiting State offices must present a valid government issued photo ID when entering the facility. i. During the pendency of the State emergency relating to Covid-19, State office buildings may be locked or otherwise closed to the public. If this RFP permits hand delivery of bids, delivery instructions will be posted at the entrance to the State facility. Any delay caused by State Security Procedures will be at the bidder’s own risk. c. BID DELIVERY INSTRUCTIONS: i. ELECTRONIC: Electronic bids will be accepted. ii. E-MAIL BIDS. Full Bonding is required for this job. 5. CONSTRUCTION CONTRACTOR EVALUATION FORM: The Department of Buildings and General Services (BGS) may require contractor evaluations on construction projects over $100,000 or at the discretion of the BGS Director. Evaluations will be used to compile contractor’s performance on BGS projects to provide a history and assessment of the contractor’s performance. 6. It is the Bidder’s responsibility to thoroughly read and comply with all instructions and requirements of this bid solicitation.
