MANDATORY PRE-BID CONFERENCE: A MANDATORY pre-bid conference will be at 10:00 AM on
March 20, 2019 at the Washington Building, 1100 Bank Street, 10th Floor Conference Room, Richmond,
VA 23219. The purpose of this conference is to allow potential bidders an opportunity obtain
clarification relative to any facet of this solicitation.
Due to the importance of all bidders having a clear understanding of the specifications/scope of work
and requirements of this solicitation, attendance at this conference will be a prerequisite for submitting
a bid. Bids will only be accepted from those bidders who are represented at this pre-bid conference.
Attendance at the conference will be evidenced by the representative’s signature on the attendance
roster. NO ONE WILL BE ADMITTED AFTER 10:10 AM
Bring a copy of the solicitation with you. Any changes resulting from this conference will be issued in a
written addendum to the solicitation.

I.
PURPOSE:
The Department of General Services, Construction & Facilities Procurement is soliciting a combined 2
Step IFB for the GOVERNOR’S STREET VEHICLE ACCESS PROJECT.
This is a 2 Step Invitation for Bids. The following process applies to this solicitation. Failure to provide the
information and/or follow the 2 Step process may be grounds for declaring the bid non responsive.
Procedure for Two-Step Competitive Sealed Bidding.
The solicitation describes the agency’s requirement in general terms and asks for a technical proposal
describing how the bidder intends to meet the agency’s requirements and what goods, equipment, and
service, as applicable, will be furnished. Specify any mandatory technical data and information to be
submitted in the proposal and any optional information desired. The cover sheet should explain the
two-step procedure and emphasize that the technical proposal is not to include the bid price. It should
indicate if a pre-bid conference will be conducted and if attendance is mandatory or optional. The
proposals are publicly opened, and the names of the firms submitting proposals are announced. The
agency then evaluates and selects those proposals which will meet its needs, based on the mandatory
criteria specified in the solicitation. The evaluators may request written or oral discussions from bidders
to clarify or amplify the material in the proposal. The contents of the technical proposal are not subject
to negotiation and must be evaluated as submitted. They are not ranked but are determined to be
acceptable or not acceptable for meeting the agency’s needs. Only those responsive bidders whose
technical proposals were determined to be acceptable will be invited to submit a bid price.
Combined Two-Step Competitive Sealed Bidding. The two steps can be combined by requiring the firms
who respond to the solicitation to furnish their unpriced technical proposals in one sealed envelope and
their bid prices in a second sealed envelope at the same time. The instructions issued must specify that
the responses are to be submitted in two separate sealed envelopes - one marked “Technical Proposal”
and the other “Bid Price.” If the solicitation is a combined two-step IFB, the bidders should be instructed
to identify both the technical proposal and pricing envelope with the bidder’s name, company name and
address, and bid reference number. The technical proposals are opened and evaluated.
First Sealed Envelope to be submitted – “Technical Submittal
This envelope is your technical submittal. Provide one (1) clearly marked “original”, and three (3) copies
of the Technical Submittal. If any of the requested information below is missing, the technical submittal
may be declared non responsive.
a. The responding Contractors are required to have been registered to do business with
the Commonwealth for a minimum of ten (10) years prior of the date of issuance of this
2-Step IFB.
b. The three projects submitted on the CO-16 must have been similar in nature and
completed on a government campus.
c. The responding Contractors are required to complete the attached CO-16 and include it
in the Technical Proposal.
d. All personnel involved in the project will be required to undergo a full background check
by Capitol Police at the cost of the Owner. See the Attachment DGS-32-006

e. Provide a general project schedule (bar graph type) based on a Notice to Proceed date
of May 1, 2019 and Construction Start date of May 1, 2019, Substantial Completion date
of October 28, 2019.
f. The Technical Submittal package shall also include the following items in addition to the
items above;

o This envelope MUST only include the completed Bid Form and the Bid Bond. These are
the only items’ to be placed in this envelope. Only one copy is required.
II. SCOPE OF SERVICES
This solicitation is for the Governor’s Street Vehicle Access in accordance with the drawings and
specifications dated; March 8, 2019 and provided by Commonwealth Architects.
III. GENERAL TERMS AND CONDITIONS
INCLUDED IN THE SPECIFICATIONS MANUAL FOR THE PROJECT.
IV. SPECIAL TERMS AND CONDITIONS
1. AUDIT: The contractor shall retain all books, records, and other documents relative to this contract for five (5)
years after final payment, or until audited by the Commonwealth of Virginia, whichever is sooner. The
agency, its authorized agents, and/or state auditors shall have full access to and the right to examine any of said
materials during said period.
2. AWARD OF CONTRACT: The Commonwealth will make the award on a total base bid basis to the lowest
responsive and responsible bidder. The purchasing office reserves the right to conduct any review / test it may
deem advisable and to make all evaluations. The Commonwealth also reserves the right to reject any or all
bids, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is
deemed in the sole opinion of the procuring public body to be in its best interest.
3. CANCELLATION OF CONTRACT: The purchasing agency reserves the right to cancel and terminate any
resulting contract, in part or in whole, without penalty, upon 60 days’ written notice to the contractor. In the
event the initial contract period is for more than 12 months, the resulting contract may be terminated by either
party, without penalty, after the initial 12 months of the contract period upon 60 days written notice to the
other party. Any contract cancellation notice shall not relieve the contractor of the obligation to deliver and/or
perform on all outstanding orders issued prior to the effective date of cancellation.
4. ASBESTOS: Whenever and wherever during the course of performing any work under this contract, the
contractor discovers the presence of asbestos or suspects that asbestos is present, he shall stop the work
