I.
PURPOSE
The purpose of this Sealed Invitation for Bids (IFB) is to establish a contract with one (1) or more qualified
bidders to provide annual preventative maintenance, on-call and emergency services and repairs on an “as
needed” basis, reconditioning and replacement services for Variable Frequency Drives (VFD) at the six (6)
campus locations of Northern Virginia Community College (NVCC). The VFD Inventory attachment contains
a listing of the brands and models of VFDs currently in use at all NVCC locations. The Virginia Community
College System reserves the right to award to multiple bidders.
II. OPTIONAL SITE VISIT
An optional site visit can be scheduled directly with each campus Facility Manager. Contact the campus Facility
Manager to schedule a date and time for your visit. Bidders are not required to perform a site visit in order to
submit a response to this IFB. The site visits are only being held to allow vendors the opportunity to survey the
equipment. Bidders shall not propose any questions to NVCC staff during the site visit. All questions
regarding the solicitation shall be submitted to Stanley Wells, Senior Contract Officer at swells@ssc.vccs.edu.
Asking questions or seeking clarifications from anyone other than the Senior Contract Officer may
render an otherwise qualified bidder non-responsive.

III. STATEMENT OF NEEDS
A. GENERAL REQUIREMENTS
1. The successful bidder shall provide all necessary transportation, equipment, labor, supervision,
materials, tools, parts, supplies, incidentals, and all other items required to fully maintain and to
provide annual preventative maintenance services, on-call and emergency repairs, inspection,
testing, reconditioning services, and furnish, deliver and install VFD replacements.
2. NVCC will not assume any responsibility for any tools, equipment, or materials stored on NVCC’s
property.
3. The successful bidder may be requested to plan, design, furnish and install VFD systems. VFD
installation (complete in place, tested, and ready for full operation) includes controls and any
electrical power distribution and control system modifications necessary to bring VFD’s online;
programming services including witness testing staging; and field services support by VFD

manufacturer, if needed.
4. NVCC reserves the right to add or delete VFDs at any of the campus locations during the period of the
contract. VFD additions shall be in conformance with the most current prices in effect under the
contract. Contract Modifications and Change Orders will be issued for any additions or deletions.
5. The successful bidder’s personnel assigned to perform services on any of NVCC’s campuses must have
a minimum of three (3) years’ experience with VFD maintenance, inspection and repairs.
Documentation of the technician’s experience shall be provided to NVCC upon request.
6. The successful bidder shall be authorized by each manufacturer to work on each brand of NVCC’s
VFDs. The successful bidder shall provide technicians that have received factory training on the brand
of VFD for which they are performing. Upon request by the College, the successful bidder shall
provide documentation of these items.
7. All work performed under the contract shall be performed in accordance with all Federal, State and
local codes, rules and regulations, manufacturers recommendations, including OSHA requirements
in effect during the contract period.
8. The successful bidder shall not subcontract work secured by the contract to any other sole or
corporate entity. All work shall be performed by the primary contract holder and their direct payroll
personnel, with the exception when electrician services and support of VFD manufacturer are
required.
9. The successful bidder shall provide services in full accordance with all rules, regulations and
standards of:
a. American National Standards Institute (ANSI)
b. National Fire Protection Association (NFPA): 70 – National Electrical Code (NEC)
c. National Electrical Manufacturers Association (NEMA):
i. ICS 3.1 – Guide for the Application, Handling, Storage, Installation, and Maintenance
of Medium-Voltage AC Contractors, Controllers, and Control Centers
ii. 250 – Enclosures for Electrical Equipment (1000 Volts Maximum)
d. Underwriters Laboratories, Inc. (UL):
i. 508C – Power Conversion Equipment
10. When new installations or replacements are required, the successful bidder shall furnish complete
variable frequency drive(s) as specified herein. All standard and optional features requested shall be
included within the VFD enclosure unless otherwise specified.
a. The variable frequency drives shall convert fixed utility voltage and frequency to variable
voltage and frequency for AC motor speed control adjustable from 4 to 60 hertz. The VFDs
shall produce adjustable voltage and frequency via a two-step process. The first section shall
utilize a diode rectifier converting AC to fixed-voltage DC.
b. The rectifier shall maintain AC line side power factor at .95 or greater at any combination of

speed or load. The second section shall utilize a pulse width modulated inverter that converts
the DC potential into a variable frequency and voltage AC waveform suitable for speed control
operation of any standard AC induction motor. The inverter section shall utilize insulated gate
bipolar transistors (IBFTs).
c. The variable frequency and voltage output shall provide constant volts-per-hertz excitation
to the motor terminals up to 60 hertz. The full load output current of the VFD shall not be less
than that listed for the motor equivalent horsepower as defined by NEC Table 430-150.
d. VFD units shall be supplied with fully protected, manual electric bypass to permit constant
speed operation from AC line. The drive unit shall be mounted in a NEMA 12, 16-gauge steel
enclosure with a front accessibility requirement. Enclosure shall contain a disconnect switch
and semiconductor-type current limiting fuses and circuit breaker, with the successful bidder
responsible for ensuring the VFD has the proper interrupting capacity (AIC) rating. The
disconnect switch shall extend through the enclosure front and shall be capable of being
secured with a padlock. Drives shall not be installed in motor control centers.
e. The enclosure shall contain separate fuses of the drive unit and the bypass circuit. There shall
be an integrated contactor interlocked mechanically and electrically with a drive output
Contractor.
f. VFDs shall be designed, built and tested in accordance with the latest applicable editions of
ANSI/IEEE, NEMA, UL, and NFPA. The VFDs shall be UL or ETL listed. VFDs shall be
compatible with the driven equipment and motor and matched to the specific load
requirements of the system. Operation of the VFDs shall not overstress the motor insulation.
g. VFD manufacturers shall have experience in the design and be regularly engaged in
manufacturing and servicing equipment for installations of the type and size specified. The
VFD manufacturer shall use a shot test facility that has recently calibrated testing apparatus
and qualified and experienced technicians for all shop tests. Calibration of testing apparatus
shall be within one (1) year. The successful bidder shall submit certification letters from the
VFD and motor manufacturers that the approved driven equipment has been reviewed and
that the VFD units and motors are compatible and shall be provided in accordance with the
requirements.
h. The successful bidder shall provide complete installation, operation, and maintenance
manuals for drive and all accessories, one (1) hard copy of the manual and one (1) electronic
version in searchable Adobe Portable Document Format (PDF) including a list of owner
settings required for all equipment.
i. The successful bidder shall make an electronic backup copy of the configuration files for each
VFD. On each site visit the successful bidder shall update backup copy of the configuration file
for each VFD.
11. The successful bidder shall provide a warranty for VFDs and any related accessories for five (5) years
from the date of start-up. During the warranty period, the Contractor shall provide the services of a
trained service technician to make all adjustments, repairs, and replace all defective equipment at no
cost to NVCC. The successful bidder shall conduct an annual site visit to perform preventative
maintenance and verify proper operation of the drive. During these site visits the successful bidder
shall upgrade and update software, firmware, and other components to bring the drive up to current
manufacturer standards.
