    The purpose of this Invitation for Bids (IFB) is to solicit competitive sealed bids to establish a contract to provide refuse
    collection, hauling and disposal service for Wallens Ridge State Prison.
    The contract period will be from April 1, 2018 through March 31, 2020 and may be renewable in accordance with Special
    Terms and Conditions, Section V, Paragraph E.
    Sealed bids will be received until 3:00 PM, EST on March 5, 2018 for furnishing the goods and services described herein
    and then will be opened in public.
    All bids received after the appointed date and hour for receipt, whether by mail or otherwise, will not be considered
    for an award and will be date and time stamped, marked “late” and retained unopened in the procurement file. The
    time of receipt shall be determined by the time received in the Issuing Agency's Purchasing Office. Bidders have the
    sole responsibility for assuring that bids are received in the Purchasing Office by the designated date and time.
    If bids are mailed, hand delivered, or delivered by express mail, they must be delivered to the Issuing Agency’s Purchasing
    Office at the address shown above. Hand delivered bids must be delivered in ample time to allow for security check-
    in at the front desk and delivery to the Purchasing Office prior to the closing time for the solicitation. Faxed,
    electronic, or oral bids will not be accepted.

    The purpose of this IFB is to establish a term contract with one Contractor to provide refuse collection, hauling and
    disposal services, as outlined in Section II at Wallens Ridge State Prison, hereinafter referred to as “the Agency” or
    the “DOC”. The Contractor shall manage, coordinate and furnish all supervision, labor, tools, equipment, materials,
    and incidentals needed to collect and recycle paper, plastics and aluminum in accordance with all federal, state and
    local laws and regulations.
    A. Contractor Requirements for Compactors (1 each):
    1. The Contractor shall furnish all labor, equipment, materials, and incidentals necessary for the
    collection, compaction, removal, supervision and services necessary to store and transport refuse
    for the Purchasing Agency to a place of disposal, and dispose of refuse in a matter conforming to
    the rules, regulations and procedures prescribed by any laws governing such disposal.
    2. The contractor shall provide onsite equipment consisting of one (1) 34 yard container device for Wallens
    Ridge State Prison. Container must be able to accept compacted solid waste from a Marathon Cart Dumper
    Model Number C/D. The Container must be able to mate with the on-site compactor.
    3. The contractor shall provide pick-up service a minimum of two times per week at the facility. Except for
    emergency situations, pick-ups will not occur on Saturdays and Sundays. Pick-ups on state holidays are
    discouraged but may be allowed if the Agency and the Contractor mutually agree in advance. If the Agency
    determines that extra pick-up services are needed, the Contractor shall be compensated at the rate per
    container quoted in Attachment A, Section VII, Bid Form, Paragraph 5, Pricing Schedule, Page 19-20 listed
    in pick-up/disposal fee.
    4. The contractor shall schedule pick-up and delivery times in accordance with the security requirements of
    the Agency. The Contractor shall not interfere with security operations. The location of the pick-up station
    is outside the secure perimeter of the institution so there should be no delays in picking up the solid waste.
    If there was to be a legitimate delay caused by the Agency then the Contractor will be allowed a Departure
    Delay Fee as agreed upon in Section VII, Attachment A - Bid Form, Paragraph 5, Pricing Schedule, Page
    5. The contractor shall properly dispose of all trash and refuse collected from the Agency and Additional
    Authorized Agency at the Wise County Landfill or another state approved landfill. The Contractor shall
    provide evidence that the landfill used by the Contractor has been approved by the Department of Health
    or the Division of Waste Management of the Department of Environmental Quality. The Contractor shall
    be responsible for the complete recovery and proper disposal of any trash or refuse collected under this
    6. The contractor shall maintain the containers’ physical appearance and material condition in an excellent
    state of repair, repaint containers as necessary, and provide substitute containers when maintenance or
    repairs are being performed. The Contractor shall exchange containers at no additional cost, at the Agency’s
    sole discretion, if the Agency or the Additional Authorized User determines containers are unsightly,
    damaged, or unusable.
    7. The contractor shall locate the container(s) at site(s) designated by the Agency respectively. The Agency
    respectively, reserves the right to change container locations at any time during the contract period. If the
    Agency requires a change in location of the container(s), the cost of the relocation will be the
    responsibility of the Agency, respectively.
    8. The contractor shall provide competent driver(s) who possesses a valid Virginia Certified Driver License
    for the type and size of vehicle being operated and adequate number of personnel on each hand/auto loaded
    compactor truck to insure that trash and refuse are loaded properly and to insure cleanliness of the trash
    staging area. The contractor shall insure that employees are uniformed and identified as employees of the

    10. Transportation to the approved landfill site shall be accomplished by the Contractor using vehicles that
    insure there will be no spillage of trash and refuse, both during loading and transporting. If spillage occurs,
    the Contractor shall assume all liability to pick up the spilled or overflow trash and refuse.
    11. The Contractor shall be responsible for cleaning up and removing any spillage or leakage at the time of
    each hauling in accordance with State and Federal environmental regulations.
    12. The Contractor shall furnish the 34 cubic yard compactor and container in good repair and maintain the
    compactor in a state of good repair at no additional cost to the agency. At a minimum, the container must
    receive a complete cleaning and disinfection every thirty (30) days or be replaced with a clean container.
    13. The Contractor agrees to follow all Security Regulations of the Agency in accordance with
    Attachment F, Security Rules and Regulations.
    14. Should inclement weather conditions or problems beyond the control of the Contractor interrupt or delay
    service, the
    Contractor shall:
    a. Advise the Agency and/or the Additional Authorized User of the stoppage or delay and,
    b. Advise the Agency and/or the Additional Authorized User of the alternate pick-up day.
    15. The Contractor shall submit an invoice for services provided on a monthly basis and shall be accompanied
    by copies of all landfill and recycling disposal tickets, which must include separate totals of tonnage
    disposed of from each container. Red Onion State Prison shall pay by credit card at no extra fee if the
    Contractor accepts VISA credit card as a method of payment.
    16. The Contractor shall show any revenue received for recycled material on the monthly invoice,
    including weight tickets per haul for each month. Any revenues shall be used first to cover any fees
    (rental / pick up) associated with the solicitation. Remaining revenue shall be mailed to the facility’s
    Business Office in the form of a check made payable to Treasurer of Virginia. If fees are more than
    revenues for any given month, the invoice (showing the breakdown of fees less revenues) and
    accompanying weight tickets are to be forwarded to the Red Onion State Prison Business Office for
    A. MANDATORY SITE VISIT AND PREBID CONFERENCE: A mandatory site visit and prebid
    conference will be at 2:00 PM on Thursday, February 22, 2018 at the Wallens Ridge State Prison, 272
    Dogwood Drive, Big Stone Gap, VA 24219. The purpose of this site visit and conference is to allow potential
    Bidders an opportunity to present questions and obtain clarification relative to any facet of this solicitation.
    Anyone that has completed a site visit within the past 3 months is not required to attend the mandatory site
    visit and prebid conference.
    *Preregistration is required for attendance at Site Visit and Prebid Conference, and will be accepted
    until 12:00 noon on Monday, February 1, 2018 via email to
    Due to the importance of all Bidders having a clear understanding of the specifications/scope of work and
    requirements of this solicitation, attendance at this conference will be a prerequisite for submitting a bid. Bids
    will only be accepted from those Bidders who are represented at this site visit and prebid conference.
    Attendance at the conference will be evidenced by the representative’s signature on the attendance roster. No
    one will be admitted after 2:00 PM.
    Bring a copy of the solicitation with you. Any changes resulting from this conference will be issued in a
    written addendum to the solicitation.
