This solicitation is set-aside for award priority to DSBSD-certified micro businesses or small businesses when
designated “Micro Business Set-Aside Award Priority” or “Small Business Set-Aside Award Priority” accordingly
in the solicitation. DSBSD-certified micro business or small businesses this include DSBSD-certified women-owned
and minority-owned businesses when they have received the DSBSD small business certification. For purposes of
award, bidders shall be deemed micro businesses or small businesses if and only if they are certified as such by
DSBSD on the due date for receipt of bids/proposals.
The successful bidder must either be listed on the VDOT Materials Section Approved Corrugated Metal Pipe
Producers list or furnish written documentation with the order that all polymer coated corrugated metal pipe and
bands furnished in this bid shall be from one of the plants on this list. The list of approved pipe producers has
been attached to this eVA Quick Quote.
I.
PURPOSE:
The Virginia Department of Transportation (herein referred to as “VDOT”) is soliciting bids from qualified firms to provide
various Polymer Coated Corrugated Metal Pipe.
II.
QUESTIONS REGARDING THIS QUICK QUOTE:
Any questions regarding this invitation for bid shall be addressed to Shonda Fowler by email at
shonda.fowler@vdot.virginia.gov.
III. GENERAL:
For the purpose of clarification, each firm receiving this Quick Quote is referred to as a “Bidder” and the Bidder awarded
the contract to supply the goods is referred to as a “Contractor”. Virginia Department of Transportation is referred to as
“Department” or as “VDOT”, and “Representative” refers to the VDOT Contract Administrator who will be administering
the contract. This Quick Quote states the instructions for submitting bids, the procedure and criteria by which a contract
may be awarded, and the contractual terms which will exclusively govern the contract between VDOT and the Contractor.
IV. CONTRACT REQUIREMENTS:
The successful bidder shall furnish and deliver Polymer Coated Corrugated Metal Pipe in the dimensions and quantities
listed herein.
2 each – 48 inch Polymer Coated Corrugated Metal Connecting Band –16 Gauge (2ft wide), must include all hardware
needed.
60 Feet – 48 inch Polymer Coated Corrugated Metal Pipe – 14 gauge, 2 2/3 x ½ Corrugation (3 – 20’ Sections)
40 Feet – 24 inch Polymer Coated Corrugated Metal Pipe – 14 gauge, 2 2/3 x ½ Corrugation (2 – 20’ Sections)
1 each – 24 inch Polymer Coated Corrugated Metal Connecting Band –16 Gauge (2ft wide), must include all hardware
needed.
90 Feet – 42 inch Polymer Coated Corrugated Metal Pipe – 14 gauge, 2 2/3 x ½ Corrugation (3 – 30’ Sections)
20 Feet – 42 inch Polymer Coated Corrugated Metal Pipe – 14 gauge, 2 2/3 x ½ Corrugation (1 – 20’ Section)
3 each – 42 inch Polymer Coated Corrugated Metal Connecting Band –16 Gauge (2ft wide), must include all hardware
needed.

EXTRA CHARGES: The bid price shall be for complete delivery of the pipe and bands, made ready for VDOT’s use and
shall include all applicable freight charges. Extra Charges will not be allowed.
The polymer coated corrugated metal pipe and bands furnished shall conform to the latest versions of section 232 of the
2016 VDOT Road and Bridge specifications and the 2016 Road and Bridge Standards for Polymer coated corrugated metal
pipe.
Pipe shall have re-rolled ends with a minimum of two annular corrugations.
If Bidder is not a Producer on the attached list, Bidder should list in the “COMMENTS” section on the Quick
Quote the VDOT approved producer and shipping location they are using to supply this material. If not, listed,
Bidder shall provide to VDOT within 2 calendar days of request from Contract Officer. Failure to provide as requested
may cause the bid to be considered non-responsive.
DELIVERY: All items shall be delivered no later than 15 calendar days after the date of the Purchase Order.
DELIVERY POINT: All items shall be F.O.B. delivered to VDOT, Bedford Residency, 2022 East Lynchburg Salem
Turnpike, Bedford VA 24523.
NOTIFICATION: The Agency shall be notified 24 hours prior to delivery of any items so that personnel may be available
to allow access to the location and verify items received. Notification shall be made to the contact information listed on the
Purchase Order. VDOT will not be responsible for items delivered without advance delivery arrangements. Contactor
claims, as a result of failure to make advance delivery arrangements, will not be considered by VDOT.
VDOT will unload pipe.
V.
METHOD FOR PAYMENT:
Payment will be made (in accordance with the Virginia Prompt Pay Act) which is thirty (30) days after receipt of a valid
invoice and verification of satisfactory goods received and/or completion of work. Invoices shall be submitted to the
address listed below for all items complete with the designated billing period.
Payment may be made by check, EDI payment, or charge card (MasterCard, VISA, Discover, AmEx, etc.). No
additional charge card transaction fees, convenience fees, etc., shall be applied to any invoice.
VI. INVOICING:
Invoice must be submitted within 10 days of completion and acceptance of all items listed on the purchase order. Invoice
shall include the purchase order number, itemized quantities, unit price, and extended costs based on the purchase order.

Submission of invoicing electronically as an email attachment is encouraged. These invoices should be sent to
SalemBedfordBusinessOffice@vdot.virginia.gov. Electronic invoices are acceptable, but only as an attachment to an
email, not as a part of the body of an email. VDOT Bedford Residency does not accept faxed invoices.

SPECIAL TERMS & CONDITIONS:
1. AWARD: Award of the contract shall by Grand Total to the lowest responsive and responsible bidder that is a DSBSD
certified micro business if such a bid is received, provided that the bid is less than $10,000 and the agency in its sole
discretion determines that the bid price is fair and reasonable. Otherwise, award of the contract shall be made to the lowest
responsive and responsible bidder that is a DSBSD-certified small business if such a bid is received, provided that the bid
is not more than $100,000 and the agency in its sole discretion determines that the bid price is fair and reasonable. If, in the
agency’s opinion, the criteria in the previous two sentences are not present, then award shall be made to the lowest
responsive and responsible bidder of any size, provided the agency in its sole discretion determines that the price is fair and
reasonable. If applicable, unit prices, extensions and grand total must be shown. In case of arithmetic errors, the unit price
will govern. If cash discount for prompt payment is offered, it must be clearly shown in the space provided. Discounts for
prompt payment will not be considered in making awards. The State reserves the right to reject any and all bids in whole or
in part, to waive any informality, and to delete items prior to making an award.
2. BID ACCEPTANCE PERIOD: Any bid in response to this solicitation shall be valid for thirty (30) days. At the end of
the thirty (30) days the bid may be withdrawn at the written request of the bidder. If the bid is not withdrawn at that time it
remains in effect until an award is made or the solicitation is canceled.
3. eVA BUSINESS-TO-GOVERNMENT CONTRACTS AND ORDERS: The solicitation/contract will result in one
purchase order with the eVA transaction fee specified below assessed for each order.
Vendors desiring to provide goods and/or services to the Commonwealth shall participate in the eVA Internet e-procurement
solution and agree to comply with the following: If this solicitation is for a term contract, failure to provide an electronic
catalog (price list) or index page catalog for items awarded will be just cause for the Commonwealth to reject your bid/offer
or terminate this contract for default. The format of this electronic catalog shall conform to the eVA Catalog Interchange
Format (CIF) Specification that can be accessed and downloaded from www.eVA.virginia.gov. Contractors should email
Catalog or Index Page information to eVA-catalog-manager@dgs.virginia.gov.
4. UNBALANCED BIDS: If the unit prices in the bid are obviously unbalanced, either above or below the estimated cost as
determined by VDOT, the bid may be rejected as non-responsive at VDOT’s discretion.
5. PRODUCT INFORMATION: The bidder shall clearly and specifically identify the product being offered and enclose
complete and detailed descriptive literature, catalog cuts and specifications with the bid to enable the Commonwealth to
determine if the product offered meets the requirements of the solicitation. Failure to do so may cause the bid to be
considered non-responsive.
6. PRODUCT AVAILABILITY/SUBSTITUTION: Substitution of a product, brand or manufacturer after the award of
contract is expressly prohibited unless approved in writing by the Contact Officer. The Agency may, at its discretion, require
the contractor to provide a substitute item of equivalent or better quality subject to the approval of the Contract Officer, for
a price no greater than the contract price, if the product for which the contract was awarded becomes unavailable to the
contractor.
7. TERMINATION OF CONTRACT: If the Contractor fails to provide quality goods or services in a professional manner
and in accordance with applicable laws, regulations or bid provisions, solely as determined by VDOT and, upon receipt of
notice from VDOT does not correct the deficiency within a reasonable period of time (not to exceed seven (7) calendar days
unless otherwise agreed to by VDOT), VDOT reserves the right to terminate the contract by giving written notice to the
Contractor. Upon termination VDOT may procure the services from another contractor in accordance with the Default term
within the General Terms and Conditions.
8. OPEN AND CONCEALED CARRY OF FIREARMS: It is the policy of the Commonwealth that open and concealed
carry of firearms shall be prohibited in offices occupied by executive branch agencies, unless held by law enforcement,

authorized security, or military personnel authorized to carry firearms in accordance with their duties. Therefore, [Party]
shall comply with the requirements of Executive Order 50, Virginia Department of General Services Directive 16 and
Regulations Banning Concealed Firearms in Offices Owned or Occupied by Executive Branch Agencies, 1 VAC 30-105,
Virginia Department of Human Resources Management Policy 1.80, and any other applicable laws or policies consistent
with the above mentioned laws and policies. VDOT shall retain the right to expel any person from its premises who is
violating this policy, in addition to pursuing any other remedies which may be available under this Agreement and applicable
laws.
9. INSPECTION: Upon delivery, an inspection will be conducted by VDOT of the Polymer Coated Corrugated Metal
Pipe. Any deficiencies will be noted and brought to the attention of the Contractor. The Contractor shall promptly, within
ten working days, permanently correct any deficiencies at the Contractor’s sole expense prior to final acceptance of the
products.
10. WORK SITE DAMAGES: It is the Contractor's responsibility to repair any property damage, including damage to finished
surfaces, existing utilities, etc. caused in the performance of this contract. Repairs will be made to VDOT's satisfaction.
