SECTION I
PURPOSE
The purpose of this Invitation to Bid (IFB) is to obtain formal sealed bids to purchase a
replacement tire shredder for the SPSA Tire Processing Facility located at in Suffolk,
Virginia.
BACKGROUND
SPSA is the regional solid waste collection and disposal agency for over one million
residents in the cities of Chesapeake, Franklin, Norfolk, Portsmouth, Suffolk and Virginia
Beach and the counties of Isle of Wight and Southampton, all located in the
Commonwealth of Virginia. SPSAs disposal system includes a Regional Landfill in
Suffolk and nine Transfer Stations in various locations throughout the geographic territory
served by SPSA, accompanied by a Transportation Operation, a Fleet Maintenance
Facility, a Tire Shredder Facility, a White Goods Program, and a Household Hazardous
Waste Program. Please see SPSA’s website for more information, available at

Tire volumes at the facility have increased considerably over the past three years and the
current shredder has exceeded its useful life. The new shredder will enable the facility to
increase the number of tires processed each day and better handle the increased volume.
Tire chips are used as alternative daily cover in the Regional Landfill as well as other
beneficial uses at the facility. The Tire Processing Facility is continuing to see an increase
in the number of tires being processed each year. In 2015 SPSA processed 250,000 tires.
In 2019 that number had increased to 561,100 tires.
SCOPE OF WORK
The contractor shall furnish and deliver to the Tire Processing Facility located at 1 Bob
Foeller Drive, Suffolk, VA 23434, one (1) 500 HP Electric Shredder equipped with three
(3) matching interlocked conveyor systems in accordance with the following
specifications:
Specifications:
1. Shredder:
(a) 500 HP. / 460 V / 3 phase / 60 Hz., Dual Shaft, Variable Speed Primary
Single Pass Shredder equal to or better than the SSI Shredder Model
M140SD(75)
(b) Shall be equipped with a programmable controller with a touch screen
operator interface system.
(a) Shall be equipped with torque sensors that will allow the machine to reduce
or increase shaft speed relative to the applied torque.

(b) Conveyor operation must be automatic. Shredder must feature an interlock
system which allows the conveyors to be started and stopped automatically
through the shredder control panel.
(c) Variable Speed shafts 16 24 RPM and reduced voltage starting is
required.
(d) Low Speed / High Torque design and must be capable of processing a
minimum of 20 tons of truck tires per hour.
(e) Individually driven shredder shafts with a torque rating of 120,000 Ft/Lbs. or
greater.
(f) Shaft Bearings must be positioned outside of the shredder compartment to
prevent damage to bearings from rubber deposits.
(g) Must come equipped with Hard Faced Cutters.
(h) Must come equipped with individually removable cleaning fingers.
(i) The basic footprint of machine shall be no larger than 260” L x 80” W x 170”
T.
(j) The cutting chamber must be a minimum of 50”W x 72”L.
(k) The individual components of the replacement shredder must be able to fit
through the existing opening within the building which are 192” W x 204 “ T.
(l) Must be equipped with a hexagonal shaft for ease of maintenance.
(m) Must be equipped with funnel style feed hopper
(n) Must be equipped with a clutch and fan cooler between the drive motors
and cutter shaft/drum. Clutch must be equal to or better than the SSP
(Severe Shock Protection) System and must be equipped with a fan cooler
for extreme applications.
(o) System must auto reverse under extreme torque and provide automatic
shut off for continued reversing.
(p) A service and maintenance platform is required if the access to the service
compartment is more than 24“ above ground level. If required, it must be
included in the final price and not treated as an accessory or bid alternate.
(q) Shredder must be equipped with a water misting system.
(r) Must be equipped with a manual pump remotely located for lubrication of
shaft bearings.
2. Conveyor #1
(a) Inclined infeed – 34’ long x 60” wide rubber combination belt conveyor. With
Safety Cable pull switch.
(b) 60” wide conveyor rubber combination belt design, 3 ply 330 rubber belt
cover
(c) Lower horizontal approximately 20’ Net Above-ground Loading Area
(d) Loading Height approximately 84”
(e) Flare hopper 3 sides of conveyor approx. 48” tall,
(f) Driven by 7.5 HP Inverter Duty motor/reducer drive assembly (VFD)
(g) Head shaft: 4” E & NE bearings,
(h) Tail shaft: 2 15/16” E & NE bearings,
(i) All sprockets are flame hardened,
(j) Attached to offset sidebar mill chain 2 strands,

(k) Belt speed approx. 8 to 12 FPM.
(l) Structural Details:
(i) Sidewalls constructed of 10 gauge steel, all channel frame
construction,
(ii) Adjustable legs for leveling, 3” X 4.1# channel sidewall supports,
(iii) 8” X 11.5# slat bed supports,
(iv) 3.5” X 6” X 1/2” angle mill chain tracks lined with UHMW 1/2” thick,
(v) Slats are 3 X 4.1 # channel,
(vi) Loading area section and double slatted for impact loading and are
lined with UHMW 1/2” thick.
3. Conveyor #2
(a) Bulk feed – 20’ long x 60” wide rubber combination conveyor.
(b) 60” wide conveyor rubber combination belt design, 3 ply 330 rubber belt
(c) 25-degree angle of incline approximately 30’
(d) Sprockets in transition for extreme wear conditions,
(e) Upper horizontal approximately 3' 8"
(f) Sidewalls on incline section approximately 3’ 4” tall,
(g) Overall height Approx. 18' 6",
(h) Structural support legs w/ leveling pads, anti-roll back gate,
(i) Discharge height to center of the head shaft approx. 15’-9”,
(j) Driven by 10 HP Inverter Duty motor/reducer drive assembly (VFD)
(k) Head shaft: 4” E & NE bearings,
(l) Tail shaft: 2 15/16” E & NE bearings,
(m) All sprockets are flame hardened, Rubber belt #330 X 3/16” 3-ply,
(n) 4” angle iron cleats approx. 76” on centers with flat bar between the cleats,
(o) Attached to offset sidebar mill chain 2 strands,
(p) 1 emergency cable pull safety switch & cable for both sides, Belt speed
approx. 40 to 50 FPM Fixed
(q) First 6’ of the incline are double slatted for impact and are lined with ½”
UHMW
(r) Structural Details:
(i) Sidewalls constructed of 10-gauge steel, all channel frame
construction,
(ii) Adjustable legs for leveling, 3” X 4.1# channel sidewall supports, 8”
X 11.5# slat bed supports,
(iii) 3.5” X 6” X ½” angle mill chain tracks lined with UHMW ½” thick, Slats
are 3 X 4.1 # channel,
