Fairfax County Public Library (FCPL) and Fairfax County Department of Tax Administration
(DTA) are seeking a kiosk solution for public self-service. Services we would like these kiosks
to offer include personal property tax payment, library fine and fee payment, library
merchandise purchase, library self-check functionality, library photocopy services, library print
job release, and printed library public internet station guest passes.
All costs associated with responding to this RFI will be solely at the offeror’s expense.
This Request for information (RFI) will not result in the procurement of services and/or materials,
an award, or pre-qualification. The County will either issue a solicitation or explore other
alternatives based upon the results of this request. Responses to this RFI are non-binding and
are for information purposes only.
The County is also interested in determining estimated costs associated with purchasing the
kiosks recommended. However, this RFI does not commit Fairfax County to any purchases, nor
does it in any way bind the responder with regard to any cost estimates included in the response.
Attachment A provides an overview of the anticipated technical and functional requirements.
Note: Do not provide any trade secret or proprietary information in response to this RFI
as it will be subject to public disclosure under the Virginia Freedom of Information Act.
The attached response form must be received no later than 2:00 PM EST on August 19,
2020.
Proposal submitted to the RFI must be received electronically through Fairfax County’s online
Procurement Portal at: https://fairfaxcounty.bonfirehub.com, on or before the Submittal
Deadline. Submissions will only be accepted through the portal. Fairfax County will not accept
proposals submitted by paper, telephone, facsimile (“FAX”) transmission, or electronic mail (i.e.,
e-mail) in response to this RFI. Proposal submissions and registration are free of charge.
Offerors can register for a free account at: https://fairfaxcounty.bonfirehub.com, which will be
required when preparing a submission. Documents may be uploaded at any time during the
open period. The official time used for receipt of proposals/modifications is the time stamp
within the Bonfire portal. No other clocks, calendars or timepieces are recognized. For technical
questions related to a submission contact Bonfire at Support@GoBonfire.com or click on the
link “Contact Bonfire Support here” under Need Help?. (Note: it takes an average of 16 minutes
to an hour for a response). Therefore, offerors shall take the necessary steps to submit their
proposals in advance.

1. BACKGROUND:
Fairfax County occupies 395 square miles in the northeastern corner of Virginia. The Potomac
River is part of its eastern boundary and the central part of the county is about 10 miles west
of Washington, D.C. Fairfax County is the most populous jurisdiction in both Virginia and the
Washington metropolitan area, with more than 1.15M residents.
Fairfax County Public Library has 415,000 card holders and a collection that includes 2.3M
items. Our physical presence includes 23 branches, which are currently served by 59 kiosks
that handle all customer payments. These kiosks integrate with our ILS (integrated library
system) to provide real-time updates.
Fairfax County Department of Tax Administration (DTA) serves as the both the assessor and
collector of personal property tax. For 2019, DTA processed 784,000 property transactions
for $383M in revenue.
Currently, DTA’s personal property system is mainframe based but is in the final stages of
being replaced. The new system is being built in-house by the County’s Department of
Information Technology and is named Tax Assessing and Business System (TABS). This
application will be based on .Net platform with an Oracle Database.
2. DESIRED SERVICES:
Fairfax County Public Library (FCPL) and Fairfax County Department of Tax Administration
(DTA) are seeking a kiosk solution for public self-service. We would like these kiosks to offer
the following services: personal property tax payment, library fine and fee payment, library
merchandise purchase, library self-checkout functionality, library photocopy services, library
print job release, and library guest passes for public internet PC use.

REQUIREMENT
GENERAL
For kiosks accepting library payments, credit card payments must be made via PCI-
DSS compliant processing. Library kiosks must also accept $1, $2, $5, $10 and
$20 bills, plus $.05 coins, $.10 coins, $.25 coins and $1.00 coins.
For kiosks accepting personal property payments, credit card payments must be
made via PCI-DSS compliant processing.
All kiosk models must accept credit card payments.
Not all kiosk models must accept cash payments.
Kiosks must allow customers to purchase a variety of merchandise, such as used
books, tote bags, earbuds and flash drives. The merchandise screens must be
customizable for each location.
Kiosks must allow customers to make donations to the library.
Kiosks must accept Visa, MasterCard, Discover and American Express cards.
Kiosks must be able to integrate with Fairfax County’s current credit card
processing vendor.
Kiosks must be available in floor-mounted and tabletop models.
Kiosks must allow customers to pay Fairfax County personal property tax by
integrating with The County’s custom tax application known as TABS, using
standard API methodologies.

REQUIREMENT
Kiosks must integrate with Polaris from Innovative Interfaces Inc. to allow payment
of library fines and fees. This system is SIP2 based.
Kiosks must offer print and email receipt options for all transaction types.
Back-end product must be able to manage time and print management services for
Windows 10 based PCs.
Kiosks must integrate with multi-function devices for customer printing and
photocopying, both color and black & white.
Kiosks must provide self-checkout functionality which integrates with Polaris from
Innovative Interfaces, Inc.
3. COSTS:
Cost information is requested to verify that sufficient funds are budgeted for this endeavor.
