Invitation to Bid TOWN OF MORRISTOWN NOTICE TO BIDDERS FUEL FARM SECURITY FENCING MORRISTOWN MUNICIPAL AIRPORT NOTICE is hereby given that sealed bids will be received by the Town of Morristown (the "Town" or, as the case may be, the "Sponsor" or "Owner") for the Fuel Farm Security Fencing project at the Morristown Municipal Airport. Sealed bid proposals will be received at the Morristown Town Hall, 200 South Street, 2nd Floor, Room 201, Morristown, NJ, 07960 until November 14, 2017, at 10:00 AM (the "Receipt Deadline"), at which time they will be publicly unsealed and the contents publicly announced in Room 201. N.J.S.A. 40A:11-23(a) prohibits bids being publicly opened on a Monday or the day after a holiday. Unless a form included in this Bid Package expressly specifies otherwise, all bid proposals must be submitted on the Proposal Forms furnished herein and must be enclosed in a sealed opaque envelope, with the name of the Bidder and the name of the project plainly and clearly marked on the outside as follows: TO: Attn: Jillian C. Barrick, Town Administrator Town of Morristown 200 South Street, 2nd Floor, Room 239 Morristown, NJ 07960 Bidder: Street Address: Project: When sent by mail, preferably registered, the sealed bid proposal, marked as indicated above, should be enclosed in an additional envelope. No bid will be accepted after the Receipt Deadline specified above. The Town shall not be responsible for any bid not delivered in person to Morristown Town Hall, 200 South Street, 2nd Floor, Room 201, Morristown, NJ, 07960 at or before the Receipt Deadline. The Town shall award the Contract or reject all bids within 60 days of bid opening, except that the bids of any bidder who consents thereto may, at the request of the Town, be held for consideration for such longer period as may be agreed, but in no event exceeding 120 days. Manager, Facilities & Projects at 973-538-6400 ext. 135 or darrenl@mmuair.com A pre-bid meeting will be held at 8 Airport Rd. Morristown, NJ 07960 at 10:30am on October 24, 2017. Bidders will be given an opportunity to walk the site at that time. All bidders are strongly encouraged to attend. The Town will evaluate bids and any award will be made to the lowest, responsive, responsible bidder in accordance with N.J.S.A. 40A:11-6.1. If applicable, a set of plans and specifications may be examined at the office of the Airport Manager, Morristown Municipal Airport, 8 Airport Rd., Morristown, NJ 07960 between 9:00 am-4:00 pm up to the day before bids are due. For contracts for erection, alteration or repair of a public building, structure, facility or other improvement to real property, the total price of which shall exceed $100,000 or any other contract as may be provide by the contracting unit, a Proposal Guaranty-in the form of either a Cashier's check drawn upon a state or national bank or a bid bond in the penal sum of ten percent (10%) of the total maximum bid amount, not to exceed $20,000-will be required with each bid proposal.
