SCOPE: In accordance with the provisions of Texas Government Code, Chapter 2254, Subchapter A, Professional Services, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting submittal of qualifications to provide prime professional engineering services for Project #16-018B-8001, Commissioning Services ? Two New State Office Buildings, Central Plant Expansion and Utility Tunnel, and Underground Parking Garage for the Capitol Complex Project, Phase One, in Austin, Texas.

CONTRACT TERM: It is the intention of TFC to award a contract for full prime professional engineering services for the term of the project. Services undertaken pursuant to this RFQ will be required to commence within ten (10) calendar days of delivery of a Notice to Proceed. The project associated with the services requested in this solicitation is anticipated to be forty-eight (48) months from the date the Contract is executed.

PROJECT DESCRIPTION
  1. The Commissioning Agent (CxA) shall be involved throughout the project from design development through the warranty phase. The primary role of the CxA during the design development phase is to develop detailed commissioning specifications and review the design to ensure it meets the Owners objectives. During construction, the CxA shall develop and coordinate the execution of a testing plan, which includes observing and documenting all systems performance to ensure that the systems are functioning in accordance with the design requirements and the contract documents. The CxA shall not be responsible for design or general construction scheduling, cost estimating, or construction management, but may assist with problem-solving or resolving non-conformance issues or deficiencies.
  2. Provide enhanced commissioning services during the design development phase, construction phase, and post-construction and warranty phases for Phase One Capitol Complex Project as described herein below:
  • Package 3: A Central Utility Plant expansion and associated infrastructure to serve the structures in Phase One, and designed and sized to allow for future expansion to serve future Phases 2 and 3 when authorized and funded by the Texas State Legislature, and an underground utility tunnel housing chilled water supply, return and condensate lines, and telecommunication lines.
  • Package 4: A new state office building at 1801 Congress with five (5) levels of underground parking, and eight (8) levels of above grade parking on the east side. The building is approximately six hundred three thousand (603,000) square feet, and is fourteen (14) floors above grade.
  • Package 5: A new state office building at 1601 Congress with five (5) levels of underground parking. The building is approximately four hundred twenty thousand (420,000) square feet, and is twelve (12) floors above grade.
  • Package 6: A pedestrian mall and five (5) levels of underground parking between MLK Jr. Boulevard and 16th Street at what is currently Congress Avenue.
  • Note: Package 1 consists of mass excavation for the project and Package 2 consists of utility relocations.
SCOPE OF SERVICES
  1. The Commissioning Agent will work closely with TFC and collaborate with CMA, Master A/E, A/E, CMR, and contractors during all phases of the Project as described in Contract.
  2. Provide enhanced commissioning services for design, construction, post-construction, and warranty phases necessary and/or reasonably inferable from Attachment G, 2016 Capitol Complex Master Plan, Attachment H, Excerpts from Conceptual Plans for Packages 3, 4, 5, & 6, Attachment I, Owners Project Requirements, and Attachment D, Professional Services Agreement Template.
  3. Develop Design Acceptance Requirements for the Project in accordance with all applicable guidelines and standards.
  4. Develop and update commissioning plan throughout project.
  5. Develop and update commissioning specifications.
  6. Provide design and submittal reviews, commissioning related documents to incorporate into the construction documents, installation verification, functional performance testing, and operations and maintenance (O&M) training to ensure the project requirements.
  7. Provide input on the overall master schedule where commissioning related tasks are to be performed.
  8. Develop procedures for an issues log to track all commissioning related issues, deficiencies, and resolutions.
  9. Provide a final commissioning report.
  10. Provide services during the warranty period to ensure all warranty issues are resolved by the end of the 12 month warranty period by performing site visits 2 months prior to the warranty expiration.
  11. The anticipated building systems to be commissioned include, but are not limited to:
  • Building Automation/Energy Management Systems;
  • Life Safety Systems (fire alarm, egress pressurization)
  • Fire Suppression Systems;
  • Security Systems;
  • Heating, Ventilation, Air Conditioning (HVAC) Systems;
  • Plumbing and Irrigation Systems;
  • Renewable Energy Systems (if any);
  • Emergency Power Systems;
  • Electrical Systems;
  • Data and Communications Systems; and
  • Vertical Transportation.
  • Professional services shall be offered with the understanding of full compliance with non-discrimination requirements of the State of Texas by the CxA.

    MANDATORY PRE-SUBMITTAL CONFERENCE: The mandatory pre-submittal conferences are scheduled for Thursday, October 12, 2017 at 9:00 AM and Wednesday, October 18, 2017 at 2:00 PM. The pre-submittal conferences will be held at the Central Services Building located at 1711 San Jacinto Blvd., Austin TX 78701. Please check in with the 4th floor receptionist. Respondents must have an employee of their firm attend at least one (1) of the two (2) scheduled pre-submittal conferences. TFC shall reject submittals submitted by firms that did not attend one of the mandatory pre-submittal conferences.

    For the pre-submittal conferences, there is metered parking (coins) on the street, or free parking is available on the top level of State Garage B, 1511 San Jacinto, Austin, TX. Print out the Parking Permit for Garage B from Attachment K, Parking Permits to place on your dashboard.
