The City of Vienna, Georgia will receive sealed Bids for all material, labor and equipment for the SR 7 @ 2 LOCS AND CS 741/COTTON STREET @ 1 LOC PEDESTRIAN FACILITIES PHASE II at the office of City Hall, 203 West Cotton Street, Vienna, Georgia 31092, up to 10:00 am, prevailing local time, on October 31, 2017, and then publicly opened and read aloud. All interested parties are invited to attend. This Advertisement for Bid is intended to meet the requirements of Georgia Code Section 36-91-2, as amended by SB146.

This project is advertised in the legal organ of the county.

The Work of this Project generally consists of the removal of the existing sidewalk in the City of Viennas downtown and replaced with approximately 493 SY of concrete for the proposed 5 wide sidewalk which will include approximately 249 SY of 2 stamped concrete border. Place approximately 923 LF of proposed 6 X 30 concrete curb gutter. The proposed sidewalk will include 8 pedestrian light standards. The sidewalk will include 1 handicap curb cut ramps and crosswalk that will conform to the provisions of the Americans with Disabilities Act (ADA). This project will also include underground utility conduits that will be used for future relocation. This project also includes all related accessories and appurtenances as shown on the Drawings and called for in the Contract Documents.

Bids shall be on a unit price basis with lump sum prices for certain items of the Work.

A Pre-Bid Conference will be held at 10:00 am on October 17, 2017, at the office of City Hall, 203 West Cotton Street, Vienna, Georgia 31092. Representatives of Owner, Engineer, selected DBE firms, and GDOT Area Engineer will be present to discuss the Project. Bidders are invited to attend and participate in the conference and tour of the Site. Engineer will transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questions arising at the conference. Oral statements may not be relied upon and will not be binding or legally effective.

Bidding Documents may be obtained on September 28, 2017, by purchase from the Engineer for the sum of
$ 300 per paper set. A compact disk containing these documents in portable document format (.pdf) may be obtained at the same location upon payment of $100.00. Priority overnight shipping with purchase is an additional $ 50.00 per set. There will be no refunds or return of Bidding Documents. All payments for bidding documents shall be cash or check only. Direct the request, with payment, to the office of the Engineer. The purchaser must supply the telephone and facsimile numbers along with street address of the individual or firm to whom addenda (if any) can be directed. All requests for technical information from Bidders shall send requests to the Engineer by facsimile or email only up to 72 hours prior to bid date.

A Bid Security in the sum not less than five percent (5%) of the amount of the Bid will be required with each Bid. Form of Bid Security shall be in accordance with the Instructions to Bidders. Performance Bond shall be equal to 100 Percent (100%) of the contract amount and Payment Bond shall be equal to 110 percent (110%) of the Contract amount.

Each Bidder is required to submit a Bid form, Bid Bond, Non-Collusion Affidavit, DBE Goals Form, Federal Aid Certification, and Georgia Security and Immigration Compliance Act Affidavit, and as outlined in Sections 00250 and 00410.

This Contract is funded with a Georgia Department of Transportation, Transportation Enhancement Grant and requires the use of Davis Bacon Act prevailing wage rates. Bidders are required to complete specific funding requirements that are included in Paragraph 6.09 of the Supplementary Conditions. Other specific funding requirements are included in the Project Manual. All applicable Georgia Department of Transportation (GDOT) specifications govern over any conflicting requirements that may be found within these Contract Documents. The GDOT Standard Specifications Construction of Transportation Systems, 2013 Editions, GDOT Supplemental Specifications Book, 2016 Edition, and applicable special provisions and supplemental specifications apply to this project. Bidders submitting bids in excess of $2,000,000 must be prequalified with GDOT. Bidders submitting bids $2,000,000 or less shall be prequalified or registered subcontractors with GDOT.

The DBE goal for this project is 14%.

All anticipated federal, state, or local permits required for the project have been obtained by Owner. A list of these permits is included in Paragraph 6.08 of the Supplementary Conditions.

All anticipated rights-of-way and easements required for the project have been obtained by Owner. A list of the easements along with any special requirements is indicated in Paragraph 4.01 of the Supplementary Conditions.

No Bidder may withdraw their Bid within one hundred twenty (120) days after the date of Bid opening.

Once awarded the contractor will have 120 days, following Paragraph 2.03 of the General Conditions, to reach substantial completion and 150 day to achieve final completion.

The City of Vienna in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d?42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award.

The right is reserved by Owner to accept any Bid, to reject any Bid, and to waive irregularities in Bids.

If the Contract is awarded, it will be awarded to the lowest reliable bidder whose proposal shall have met all the prescribed requirements.
