Description
New York City Economic Development Corporation (NYCEDC) is pleased to release this Request for Proposals on behalf of the City of New York (the City) for the purchase and transfer of certain development rights appurtenant to two City-owned sites, which are located in the DUMBO neighborhood in Brooklyn underneath and adjacent to the Manhattan Bridge (the Sites). The Sites contain a total of approximately 245,259 square feet of maximum allowable floor area, and the City expects to retain some floor area for continued use on the Sites. NYCEDC seeks proposals for purchase of all or a portion of the remaining floor area for transfer to and use on a location other than the Sites (the Development Rights). A competitive response to the RFP must describe a plan to use the Development Rights that maximizes office development in furtherance of the Citys New York Works plan. In addition to the requirement for commercial uses, NYCEDC will consider proposals that also include residential uses, provided that such uses include an affordable housing component which is consistent with the requirements of the Citys Mandatory Inclusionary Housing program.

NYCEDC plans to award on the basis of factors stated in the RFP which include, but are not limited to: the completeness and quality of the response, program and design, financial and schedule feasibility, hiring and workforce programs, respondent qualifications and experience, and economic impact.

It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDCs projects and initiatives.

This project has Minority and Women Owned Business Enterprise (M/WBE) participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response. NYCEDC established the Kick Start Loan programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on public construction projects. Kick Start Loans facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment.
