NOTICE TO BIDDERS
Pursuant to the provisions of KRS 424.260, the Kenton County Airport Board (KCAB) will receive
competitive sealed bids for the Ted Bushelman Boulevard Improvements Project at the
Cincinnati/Northern Kentucky International Airport (CVG) located in Boone County, Kentucky. Bids will be
received no later than January 21, 2021 at 2:00 p.m. ET. No bids will be accepted after that time unless
extended pursuant to an addendum issued by KCAB.
The project will construct Improvements to Ted Bushelman Boulevard (Widening). The project also
includes pavement markings, drainage structures, signing, and roadway lighting. This project will follow
the Kentucky Standards Specifications for Road and Bridge Construction, current edition. Contractors and
subcontractors bidding on the project must be pre-qualified with KYTC and possess a Certificate of
Eligibility at the time of the bid opening. The project is described in further detail in the bidding and
contract documents which may be downloaded from http://www.cvgairport.com/bids - Current
Opportunities beginning December 17, 2020. Each bidder is required to submit with its bid a bid bond in
an amount no less than five percent (5%) of the base bid. The bidder to whom the contract is awarded is
required to furnish a surety bond in an amount equal 100% of the contract amount.
In accordance with 49 CFR Part 26, bidders shall use good faith efforts to include DBE participation. The
DBE goal for this project is 4% of the total bid. Bidders must comply with Executive Order 11246-
Affirmative Action and Equal Employment Opportunities; and must adhere to the provisions of: 49 CFR
Part 30 – Foreign Trade Restrictions; 49 USC 50101 - Buy American Preference; the Davis-Bacon
Requirements; 49 CFR Part 29 – Certification Regarding Debarment and Suspension; 41 CFR § 60-1.8 –
Nonsegregated Facilities Requirement; drug-free workplace requirements, and all other federal grant
requirements included within the bidding and contract documents.
KCAB, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C.
§§ 2000d to 2000d-4) and the Regulations, notifies all bidders that it will affirmatively ensure that any
contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded
full and fair opportunity to submit bids in response to this invitation and will not be discriminated against
on the grounds of race, color, or national origin in consideration for an award.
KCAB reserves the right to waive any informality or irregularity in any bid or bid guaranty, to reject any or
all bids, to award or refrain from awarding a contract for the work, and to negotiate with the apparent
qualified responsible bidder to such extent as may be beneficial to KCAB.
