Request for Qualifications
Airport engineering, planning and consultant services for airport projects
The Arkadelphia Municipal Airport Advisory Committee (KADF) will accept engineering qualifications for the development of construction plans and specifications and construction oversight for projects at the Arkadelphia Municipal Airport. The selected consulting firm will also assist in preparation and submittal of required federal and state administrative requirements related to the projects.
A. The KADF is hereby soliciting statements of qualifications and experience from qualified consultants for projects at the Arkadelphia Municipal Airport. The consultant shall have the ability and capacity to complete the projects referenced below or other additional projects. Services include engineering and planning for all phases and required incidental services. Subject to receipt of Federal or State funding, these projects may include the following:
1. GENERAL
Develop and update a five-year Capital Improvement Plan (cost and estimated quantities)
Develop and update an Overall Development Objective Data Sheet (cost and estimated quantities)
Develop and update an Airport Layout Plan
Prepare all early project development administrative requirements such as:
a. Sponsor Certification(s)
b. Environmental assessment and coordination with resource agencies.
c. Airspace study and safety plan
d. Disadvantage Business Enterprise plan and goals
e. Aeronautical compliance study
Furthermore, the selected consultant is expected to perform all tasks associated with the preliminary, design, bidding/negotiation and construction phases of projects at the Arkadelphia Municipal Airport.

B. SUBMITTAL OF QUALIFICATIONS:

2. The submittal shall be marked “Engineering RFQ” and delivered to the above address by 3:00 p.m., October 12, 2017.
3. Eight (8) copies of the qualifications shall be submitted as directed above. The consulting firm shall submit all information it feels necessary for the KADF to select a qualified consultant.
4. NOTE: The KADF reserves the right to reject any and all submittals.
C. CONFLICT OF INTEREST: The firm, by submitting qualifications, certifies that to the best of its knowledge or belief, no elected or appointed official is financially interested, directly or indirectly, in the purchase of services specified in this submittal of qualifications.
D. SELECTION: The KADF will make its selection(s) based on the information provided in the RFQ and reference checks made by the Airport Manager. The KADF will then invite the short list of selected firms to interview. Once a firm is selected, the fees for the services that are expected to be performed under the initial grant will be negotiated. Any contract or memorandum of understanding must receive approval of the KADF.
E. PREPARATION OF SUBMITTAL OF QUALIFICATIONS:
1. QUALIFICATIONS: Each firm shall include in its submittal a statement covering the firm’s qualifications to provide the services requested above. Emphasis will be placed on firms who have extensive prior experience in airport planning and design and are familiar with FAA specifications and regulations.
2. CLIENT REFERRAL: A list of current and past clients for which the firm has provided similar services as required under this RFQ. The list shall include the name of the client, location of the project, date, and contact with telephone number and address.
3. EXPERIENCE: Submittal of qualifications shall include detail discussion of the experience of the firm in providing similar work.
4. RESUMES: Resumes shall be included on each administrative, engineering or technical staff member assigned to the project(s). The firm shall identify the project leader(s) and experience directly related to that individual.
E. INFORMATION TO BE SUPPLIED BY THE KADF:
1. In the preparation of the Submittal of Qualifications, firms may review all public files and maps available at the KADF. The firms are asked not to request information to be researched by KADF staff, as time constraints would prohibit this action. Firms requesting to inspect or review KADF files, maps or facility shall schedule this action with the Airport Manager to eliminate all conflicts with other firm’s or airport operations.
2. The selected consultant shall have access to KADF files, maps and plans.
F. SELECTION CRITERIA: Selection of a firm or firms shall be by KADF review. Selection shall be based on professional completeness and technical merits. Selection criteria will include:
Recent experience in airport projects, capability to perform all aspects of projects, reputation, quality of previous airport projects undertaken, interest shown, professional qualifications, personnel capabilities demonstrated with interaction with Federal and State representatives, and knowledge of FAA standards and policies.
G. NEGOTIATED CONTRACT: It is the intent of the KADF to select a firm that best fits the needs of the commission. A contract may or may not be negotiated as a result of the submittal as determined by the KADF. The Arkadelphia City Board of Directors has final determination of any contract approval.
