NOTICE TO AIRPORT
PLANNING CONSULTANTS
The Manila Municipal Airport (City of Manila, AR) is soliciting statements of qualifications and experience from airport consultants for an airfield planning project at the Manila Municipal Airport. Subject to the receipt of Federal funding under the FAA Airport Improvement Program (AIP), the project will include the following:
Update the Manila Municipal Airport Masterplan/Layout Plan (ALP) and provide a Narrative
Report in accordance with FAA AC 150/5070-6B and ARP SOP n. 2.00 (ALP Review Checklist)
Services to be provided will be in accordance with Federal Aviation Administration (FAA) Advisory Circular (AC) 150/5100-14, as amended. The required services include, but are limited to; engineering services related to airport planning including incidental special services for the project funded under the FAA AIP. Fee information will not be considered in the selection process and must not be submitted with the statement of qualifications: Fees will be negotiated for the project after a consultant has been selected.
A qualification based selection process conforming to FAA Advisory Circular 150/5100-14 will be utilized to select the most qualified firm. Selection criteria will include, but may not be limited to:
1. Recent experience in airport projects
2. Capability to perform all aspects of project
3. Ability to meet schedules within budget
4. Knowledge of FAA regulations, polices, and procedures
5. Quality of previous airport projects undertaken
6. Consultant qualifications and personnel experience
7. Familiarity with the area and facility
8. Interest shown
Prospective Consultants are advised that applied overhead rates must be in accordance with Federal Regulation 48 CFR Part 31, Contract Principles and Procedures.
This contract will be subject to, but no limited to, the following federal provisions:
Title VI of the Civil Rights Act of 1964
Section 520 of the Airport and Airway Improvement Act of 1982
DOT Regulation 49 CFR Part 18.36 (i) – Access to Records
DOT Regulation 49 CFR Part 20 - Lobbying and Influencing Federal Employees
DOT Regulation 49 CFR Part 26 - Disadvantage Business Enterprises Participation
DOT Regulation 49 CFR Part 29 - Government wide Debarment and Suspension
DOT Regulation 49 CFR Part 30 - Federal Trade Restriction Clause
