The New York State Education Department (NYSED) Office of Student Support Services is seeking proposals for the establishment and operation of a regional Technical Assistance Center to provide technical assistance to school districts establishing or operating Community Schools in the eastern region of New York State.

Eligible applicants are non-profit entities with expertise in implementing Community School strategies and providing technical assistance, and that have the capacity to operate such Technical Assistance Centers. APPLICANTS ARE NOT REQUIRED TO HAVE A PHYSICAL LOCATION WITHIN THE REGION TO BE SERVED; however, they must provide in-person services within the region as outlined in this RFP.

Bidders or subcontractors that are affiliated with, or perform work for, school districts implementing Community School strategies must have clear and separate governance and oversight structures in place to prevent any conflict of interest or the appearance of a conflict of interest.

Subcontracting will be limited to forty percent (40%) of the total contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel.

Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals section below.

NYSED will award one (1) contract pursuant to this RFP. The contract resulting from this RFP will be for a term anticipated to begin October 1, 2023, and to end June 30, 2028. The contract resulting from this RFP will be for a period of 4.75 years. The first partial year will begin October 1, 2023, and end June 30, 2024. Each subsequent year of the contract will begin July 1 and end June 30. Funding in years two through five is contingent upon satisfactory completion of contract deliverables in the prior year and appropriation of funds in the New York State Budget.

Service Area: One Technical Assistance Center will be established to serve each of the following three regions. This RFP is designed to find a contractor for the Eastern Region only. Tentative winners have been identified for the New York City and Central/Western Regions in the original RFP.

Funding: A total of $1,200,000 has been allocated in the New York State Enacted Budget each year since 2017-18 to support the three centers. Up to $400,000 per year will be allocated for each regional center. The contract for the Eastern Region Technical Assistance Center will be allocated up to $300,000 in its first, prorated year, and up to $400,000 in each of the following four years.
