Description of Goods or Services to Be Bid: The Metropolitan Transportation Authority (MTA) is the largest public transportation provider in the Western Hemisphere. Its agencies’ subways, buses, railroads, and toll bridges and tunnels serve 14.4 million people spread over 5,000 square miles covering, within the State of New York, the five boroughs of New York City and the counties of Nassau, Suffolk, Westchester, Dutchess, Orange, Putnam, and Rockland, and the counties of Fairfield and New Haven within the state of Connecticut. Pre-pandemic, MTA agencies moved more than 2.3 billion rail and bus customers annually, generating $4.3 billion in revenue.

The MTA requires training services to i) deliver an existing Transportation Security Administration (“TSA”) mandated training course to front line employees who have not yet received the initial mandated training (approximately 25% of the approximately 45,000 front-line employees) in terrorism awareness and prevention, emergency management and critical incident management, ii) deliver mandated retraining (currently every three years) to front line employees who have completed the initial training; and (iii) revise/update the existing course content as deemed needed by the proposer and approved by the MTA and TSA. The training program will be delivered to MTA employees working at MTA subsidiary and affiliate agencies. The target audience is primarily MTA’s first line operating personnel including train operators and conductors, station agents, customer relations agents, bus operators, cleaners, system, equipment and station maintainers, dispatchers, skilled trade personnel, supervisors, and managers.
