The mission of the Upper Manhattan Empowerment Zone Development Corporation (UMEZ) is to sustain the economic revitalization of all communities in Upper Manhattan through job creation, corporate alliances, strategic investments and small business assistance. UMEZ serves the five communities of Central, East and West Harlem, Washington Heights and Inwood.

About this RFQ

The Cultural Investment Fund (CIF), a UMEZ initiative designed to strengthen and enhance Upper Manhattans cultural infrastructure, seeks proposals from individuals, organizations and firms with experience in strategic planning, organizational capacity-building, organizational assessment, financial management, feasibility studies, business planning, fundraising, marketing strategies, and board development.

The applicants requesting UMEZ funding are nonprofit arts organizations such as performing arts companies, museums, media companies, and cultural historic sites. UMEZ expects to offer technical assistance in the form of consulting services to qualified organizations and is particularly interested in receiving responses from consultants with experience serving these types of nonprofit institutions.

While the exact scope of services to be provided to each organization will be specific to each request, it is generally expected that consulting services will be directed toward organizational capacity building and stabilization. To effectively accomplish this, consultants should have a thorough understanding of organizational lifecycle stages and be able to provide appropriate expertise. UMEZ seeks senior level consultants with core competencies in the following areas:

  1. Comprehensive diagnosis, including organizational, programmatic and financial analysis
  2. Design and implementation of feasibility studies
  3. Assessment and development of fundraising plans
  4. Nonprofit financial management
  5. Business plan development
  6. Nonprofit governance
  7. Nonprofit arts marketing
  8. Technology management, planning and/or development (including systems, websites, and e-commerce

In addition, competencies in the following areas will be looked upon favorably:

  1. Capital project development, including but not limited to feasibility, pre-development, planning and financing of cultural facilities
  2. Public/private partnerships and project structures
  3. Development, enhancement and sustainability of cultural districts

Consultants provide direct assistance and industry-specific analyses to organizations. While UMEZ is responsible for identifying organizations in need of technical assistance, the consultants will conduct initial assessments and devise appropriate work plans for serving the needs of the organization. An important aspect of developing the capacity of these organizations relies upon the active participation by organizations throughout the consultancy.

Consulting services are expected to be provided on an ongoing basis beginning as early as January of 2018. Contract amounts are expected to range from $20,000 to $50,000.

SPECIFIC CRITERIA FOR APPLICANT ELIGIBILITY

To be eligible for consideration as a technical assistance provider under this Request for Qualifications (RFQ), applicants must have at least one of the following:

  1. Five years or more senior-level experience leading a nonprofit cultural organization with institutionalized structures
  2. Ten years or more experience in strategic planning or capacity building
  3. Experience as a consultant with community-based organizations especially as related to management and financial resources
  4. Experience in preparing and interpreting financial statements (statement of functional expenses, statement of activities and statement of cash flow)
  5. Substantive experience in and understanding of the performing arts, fine arts or allied arts, as demonstrated by professional accomplishments
  6. Understanding and appreciation of the challenges faced by culturally specific arts organizations, and a proven ability to form productive working relationships that yield realistic plans for organizational advancement

All applicants shall assume full responsibility for properly estimating the requirements and costs of performing the services described under this RFQ, including the investigation, clarification, and resolution of any and all information concerning the services to be performed. UMEZ will not be responsible for any costs incurred by the applicant in responding to this RFQ.
