West Fenlon Trail

The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) is seeking a price quote for a new trail link along West Fenlon Street at Saratoga Spa State Park as per the attached drawings and specifications. Work includes, but is not limited to, tree and shrub clearing, wood cutting; removal of min. (6) 24” diameter tree stumps; unclassified excavation and disposal of earthwork; site grading and leveling; installation of approximately 80 LF long and 8 FT wide new asphalt pavement; removal of approximately 50 LF long and 8 FT wide existing gravel path and replace with new asphalt pavement, match line and grade at existing concrete trail. New asphalt pavement shall include 2” top course, 2.5” binder course and 6” Type 2 Subbase per attached plan and typical detail. All trees outside of limit of disturbance shall be protected throughout construction. All work shall be completed as per the attached drawing and specifications and as instructed by the Director’s Representative. All material and labor associated with the work shall be included in the Contractor’s price.

The Contractor shall provide a General Liability Certificate prior to contract approval. The Contractor shall cooperate with all State contract regulations and shall adhere to the New York State Department of Labor’s current prevailing wage rates (attached). Certified payrolls will be required with Contractor’s payment application/invoice, and payment will not be made until all required paperwork is received. Pursuant to Public Building Law §8(6), any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,491,110 or less (maximum amount has been adjusted for inflation effective January 1, 2023). If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder.
