Description:
  1. Consultant Services

Qualified applicants must be able to work with County Departments to ascertain funding goals, needs and priority projects; match funding opportunities with County projects and priorities; proactively represent the County with various funding agencies; prepare and submit grant and other funding opportunity applications; and follow through to track progress through the review and award process.

1) Scope of Work

Each project assignment or task will have a separate scope of work, fees and schedule.

III. Responsibilities and Qualifications of Grant Consultant

1) The proposer will be expected to be familiar with the projects and activities of the County and to advise the County of pending legislation or regulations that might materially impact these projects and activities.

  1. The proposer will be expected to be familiar with the projects and activities of various state agencies and advise the County of possible programs and activities for which the County may make application.
  2. The proposer will actively assist in seeking and developing funding/grants for county projects. This shall include drafting grant applications as required by the County.
  3. The proposer shall be responsible for monitoring and facilitating funding/grant application progress through appropriate state agencies on behalf of the County when requested and intervene on the Countys behalf to ensure its interests are preserved in the application review by the agencies and/or staff. Where appropriate the proposer shall be expected to work with the appropriate agencies to see that funding for key projects identified by the County are included in agency budgets and appropriations.
  4. The proposer shall assist in securing permits and approvals, if and when requested, that might be required from state governments or any of their agencies.
  1. When requested by the County, the proposer shall provide summaries of potential grants and financing resource, including but not limited to, name of agency, due dates for applications, eligibility, a brief program summary and the level of funding available.
  1. The proposer shall be expected to represent the County, when requested, in hearings before various legislative and executive bodies, and in contact with individuals involved in the legislative and executive process.
  2. The proposer shall be expected to counsel the County regarding appearances by local personnel before officials, committees, and administrative agencies and arrange for appointments as necessary.
  3. In the case of a proposal from an individual, provide a statement of qualifications including education, certification, licensure, general experience and specific examples of providing grant writing services to a municipality preferably a County, relevant to the type of service requested in the Scope of Services. Provide samples of grant applications that you prepared and submitted and specify whether the grant application(s) submitted resulted in grant award. Also specify whether the type of grant(s) sought was a competitive or non-competitive (program) grant.
  1. In the case of a proposal from a firm, provide a brief history and description of the firm submitting the proposal. Identify the firm's professional staff member(s) who will be assigned to this engagement if the firm's proposal is selected. Provide a statement of qualifications of each of the firm's professional staff members who will be assigned to this engagement including training, certification, licensure, general experience and specific examples of providing grant writing services to a municipality, related to the type of service indicated in the Scope of Services. Provide a signed cover letter from a person within the firm who is authorized to make representations on behalf of the firm and to bind the firm. Provide samples of grant applications that your firm prepared and submitted and specify whether the grant application(s) submitted resulted in grant award. Also specify whether the type of grant(s) sought was a competitive or non-competitive (program) grant.
  1. Each proposer should be familiar with the Oswego County Budget and Department Structure. Also, each proposer should be familiar with the NYS Consolidated Funding Application, NYS Gateway, grants.gov, etc. and other grant programs available to counties.
  1. As needed, provide a person to be the Liaison to work on-site on a regular basis to meet and work with the County staff, and notably the County Departments on Grant research and applications.
  1. Funding Needs Analysis - Work with County staff to facilitate meetings with County departments - to assess the validity of current funding priority area, identify changes in funding priority areas, and identify new priority areas for funding.
  2. On-Call Grant Research - In addition to the areas defined above, other areas may also be identified through the Funding Needs Analysis process and throughout the duration of the contract. The scope of work may also include researching grant opportunities identified by the County.
  3. Grant Proposal Development - Provide general grant proposal writing services associated with the completion of grant applications on behalf of the County of Oswego, including the preparation of funding abstracts and production and submittal of applications to funding sources. A copy of each grant application package submitted for funding, in its entirety, shall be provided to the County.
  4. Monthly Reports - The proposer shall submit monthly reports to the County summarizing the amount of time expended and describe activities undertaken during the previous month.

Contract Term: The term of the contract will be for one (1) year. The County shall have the option to extend the Agreement for two (2) additional one (1) year terms
