Description:

In April 2014, Governor Cuomo announced federal approval of a Medicaid 1115 waiver amendment which enabled the State to reinvest $8 billion in federal savings generated by the Medicaid Redesign Team reforms, into the States health care system. The HIV-related Delivery System Reform Incentive Payment (DSRIP) program promotes community-level collaborations and systems reform, specifically to achieve a 25-percent reduction in avoidable hospital use over five years. DSRIP supports integration of physical and behavioral health services, improves collaboration and data sharing, and supports workforce development and regional system transformation across the continuum of care.

The New York State Department of Health AIDS Institute is seeking a vendor that can act in a coordination role for the DSRIP Performing Provider Systems (PPSs). Eight New York City (NYC) PPSs have chosen an HIV-related project and have formed a city-wide collaborative, the NYC DSRIP HIV/AIDS Coalition, to share resources, avoid duplication and work toward achieving the goals of Gov. Andrew Cuomos Ending the AIDS Epidemic initiative. The Coalition facilitates communication and fosters collaboration to maximize the effectiveness of DSRIP HIV/AIDS projects in NYC. The selected vendor will work with both this coalition and other PPSs around the state to help all the PPSs with the following:

  • Address disparate quality standards and outcomes;
  • Avoid confusion and duplication in outreach efforts to HIV healthcare providers throughout the state;
  • Share best practices and align common language to support DSRIP transformation efforts;
  • Promote consistent standards for HIV healthcare providers across the State; and
  • Organize a consortium of key HIV healthcare providers to promote buy in and engagement in the program funding changes underway to promote new incentives and lower cost community-based care.

Interested organizations must:

  1. Be a Medicaid HIV Special Needs Plan (SNP).
  2. Have an organizational mission to provide DSRIP support.
  3. Have three (3) years of experience working with DSRIP Program PPSs in the HIV field in New York State.
  4. Have three (3) years of experience with DSRIP-related projects in New York State.
  5. Have three (3) years of experience promoting community-level collaborations and provider coordination.
  6. Have three (3) years of experience offering statewide consultative services.
  7. Have three (3) years of experience in designing programs to improve health outcomes for HIV-positive patients and reduce Medicaid costs.
