Description of goods to services to be bid:

The following changes have been made to PON 3715 – Workforce Training: Building Operations and Maintenance:
• Funding has been increased from $8 million to $10 million.
• NYSERDA will provide funding of up to 70% per proposal when 75% or more of the buildings employing O&M workers are located in a Disadvantaged Community. (For all other proposals, NYSERDA will continue to provide funding of up to 50% per proposal.)
• An informational webinar has been scheduled for Tuesday, July 6 at 2:30 pm Eastern Time during which NYSERDA will review the requirements of the solicitation and answer questions.
• Six upcoming rounds have been added.
• The final date for proposal submission has been changed from May 20, 2021 to November 16, 2022.
• It is now emphasized that projects that include training of new hires or existing employees from either disadvantaged communities or priority populations, as defined on NYSERDA's WFD Definitions page, are strongly encouraged and will be evaluated more favorably.
• Proposals must now include a Letter of Commitment from the Facility that is offering cost share.
• The points assigned to individual Evaluation Criteria were redistributed to emphasize the importance of Replicability and Sustainability.
• The PON 3715 Summary, Application form, Sample SOW and Budget form were edited to improve readability. No substantive changes outside of this Summary of Revisions were made.

NYSERDA’s Building Operations and Maintenance Workforce Development and Training Program seeks to reduce energy use and associated carbon emissions while saving building operators and owners money by developing and strengthening the skills of operations and maintenance (O&M) staff and managers across the state. In particular, the program is intended to equip building O&M workers with the skills to operate increasingly energy-efficient, grid-flexible, and electrified building systems that reduce buildings’ contribution to climate change. The goal is to support building owners, facility managers, property management companies, business associations/trade groups, and organized labor associations in creating the talent development strategy, corporate culture, on-site training framework, and tools needed to advance building O&M workers beyond classroom training.

Eligibility/Qualifications Requirements/Preferences:

-Eligible participants include facilities that are New York State electricity customers of an investor-owned utility company and are paying into the System Benefits Charge (SBC)/Clean Energy Fund (CEF). Such entities may include, but are not limited to multifamily housing, office, mixed-use, retail, colleges and universities, hospitals and health care facilities, state and local governments, not-for-profit and private institutions, industrial, hospitality, data centers, and public and private K-12 schools. Other building types will be evaluated on a case-by-case basis.
• While a training organization may be the lead proposer, they must partner with a specified entity or entities employing building O&M workers. Such entities may include, but are not limited to, building owners, facility managers and property management companies. Business associations/trade groups that represent or are comprised of employers and organized labor associations whose members work in O&M are also potential partners. The majority of the cost share must be provided by the entity employing building O&M workers.
• Participating employers of building O&M workers must have buildings, campuses, or groups of participating buildings that have total energy expenditures of $1 million or more annually (all fuels and all uses).
• Funding requests should be commensurate with the project’s potential impact, including the number of staff trained, energy dollars saved, and tangible non-energy benefits.
Projects that include training of new hires or existing employees from either disadvantaged communities or priority populations are strongly encouraged and will be evaluated more favorably.
