Description of Work: Installation of required conduit, wiring, and devices required for a carbon monoxide detection system in numerous buildings on campus.

If mailing, please use the following address (do not use 140 Hendrix Hall, as it may be delivered to the dormitory side of the building and delivery unnecessarily delayed): The State University of New York at Fredonia, Office of Facilities Planning, 280 Central Avenue, Fredonia, NY 14063.
Section 143 of the State Finance Law requires payment of a deposit to receive these documents. Accordingly, a deposit check of $45 , made payable to The State University of New York at Fredonia, is required. Deposits less than $50.00 are nonrefundable.
All prospective bidders must obtain official bid documents from The State University of New York Fredonia pursuant to SFL 143 above. This will also allow for inclusion on the projects Plan Holders List and direct receipt of any Addenda and/or Clarifications that may be issued. Bids submitted by contractors who have obtained bid forms in any other manner will be considered informal.
A pre-bid conference and project walk-through will be held on October 19, 2017 at 10:00 AM with all contractors assembled in Facilities Planning Conference Room located at 140 Hendrix Hall on the Fredonia campus. If attendance at the above is impossible, an alternate visit may be arranged by prior contact with the project manager, Paul Agle at (716) 673-3722; said alternate site visit must be completed no later than October 31, 2017; therefore, contractors must plan accordingly and allow sufficient time when scheduling the visit since all alternate visits will be accommodated as the project managers schedule will allow and cannot be guaranteed. Please note that attendance at a pre-bid conference and project walk-through has been deemed mandatory for all potential bidders on this project. All potential bidders are advised that they must sign a "Site Visit Log-In Sheet" to verify that they have complied with this requirement. Failure to fulfill this requirement will disqualify the contractors bid. Failure to attend a walk-through shall not be the cause for extra payment.
Bids must be submitted in duplicate in accordance with the instructions contained in the Information for Bidders. Security will be required for each bid in an amount not less than five (5) percent of the Total Bid.
It is the policy of the State of New York and the State University of New York to encourage minority business enterprise participation in this project by contractors, subcontractors and suppliers, and all bidders are expected to cooperate in implementing this policy. The State University of New York reserves the right to reject any or all bids.
State Finance Law 139-j and 139-k imposes certain restrictions on communications between a Governmental Entity and a Bidder during the procurement process. During the restricted period the Bidder is restricted from making contacts to other than designated contact unless it is a contact that is included among certain statutory exceptions set forth in State Finance Law 139-j(3)(a). University employees and their designated representatives are also required to obtain certain information when contacted during the restricted period and make a determination of the responsibility of the Bidder pursuant to these two statutes.
