RFP #17-55 - Homeownership Counseling & Financial Literacy Services
Scope of Work: The Montgomery County Office of Housing & Community Development is seeking professional services of appropriate certified consumer credit counseling agencies to provide the following services: Please note that there are two parts. Service providers may bid on one or both parts of the proposal. Homeownership counseling. This service includes both Pre- and post- purchase budget and credit counseling to applicants qualified to participate in the Montgomery County First Time Homebuyers Program (FTHB) administered through the Montgomery County Office of Housing and Community Development, and the Montgomery County Housing Authority Housing Choice Voucher First Time Homebuyers Program. This also includes financial literacy services to FTHB applicants not qualified for the program due to credit or budget issues. Additionally, this service includes running credit reports for up to 200 Your Way Home households per year. Financial literacy services . This includes referrals from the Offices of: Aging and Adult Services, Childcare Information Services, Children and Youth, Community Connections, Drug and Alcohol, Health, Housing, Mental Health/ Developmental Disabilities/ Early Intervention, and Veterans. The Department may also identify qualified referral partners for this service from its list of contracted service providers including the Your Way Home network of providers. General Objectives: Increase awareness of budgeting basics including budget development Understanding of and use of checking, savings and payment cards Understanding the differences of and use of credit, secured and unsecured cards Understanding of credit basics, including how to read a credit report, build credit, manage credit and repair negative credit Understanding how to manage fixed income, retirement, SSI or SSDI. Understanding of how financial literacy can improve asset building and lead to greater self-sufficiency and financial independence. Understanding of community resources to facilitate continued self-sufficiency. Educate HHS consumers and HHS providers on budgeting and financial literacy.
