Design/Build Audio-Visual Services – Willamette Hall 100 Classroom RFQ
Dear Firms,
This RFQ is only for firms within the CPFM Retainer Program that have already submitted criteria that
establishes their capabilities to do the work associated with this project. We acknowledge that the preparation
of a response to an RQP is time consuming, we want to thank you ahead of time for taking the time to review
and respond to this RFQ.
This RFQ is seeking services for design/build, turn-key installation for audio-visual improvements to classroom
100 in Willamette Hall. This 220-stadium seat classroom is used primarily for Physics, Chemistry and Biology
courses with projected presentations and live demonstrations at the front of the room. Technological
improvements are necessary to better align with the pedagogy needs of this space and to function for larger
campus events. Conceptual Design work has been provided by UO’s Center for Media and Educational
Technologies (CMET) that provides the basis of design. The desired completion date is August 30, 2019. The
intent of this RFQ is to issue a Retainer Supplement contract for services that are of a design/build nature for
turn-key installation of audio-visual equipment. Due to the tight timeline of the project, we are requesting the
submission of a team that can provide audio-visual and electrical design/build services, along with turn-key
installation of electrical, low-voltage cabling, and ceiling carpentry modifications as needed to support the AV
equipment. CMET has provided the conceptual design and will continue to work with the University to better
refine concepts and collaborate with the selected design/build firm to ensure design intent is met.
Project Scope:
1. The Project includes electrical, lighting, low voltage cabling, audio-visual equipment, as part of the
improvements to the Classroom 100 and Storage Room 100A in Willamette Hall.
2. CMET Conceptual Design is attached to this RFQ.
3. Design/ build of all electrical and audio-visual systems. Electrical and low voltage design to support the AV
Equipment to include pathways. A load study of existing electrical panels must be conducted to ensure
capacity to support the new equipment. Electrical routing and circuiting information must be provided to
support installation and any permitting requirements through the City of Eugene. Include all engineering
design as required for electrical systems.
4. Static screen sized to display one 20’ wide center image or two side-by-side 15’ wide images. Design and
install the screen, hardware and structural supports as needed.

7. Turn-key installation of projector(s), static screen, lighting modifications, and ceiling modifications to
support AV and lighting improvements, front speaker array and/or replacement of existing ceiling speakers
as needed, document camera and PTZ demonstration camera
8. All control equipment, and integration with existing building infrastructure
9. Documentation as required for any permits required for the project.
Submission Requirements:
Please submit via E-mail to moxoby@uoregon.edu by 2:00 pm on April 29, 2019.
Limit RFQ submission to no more than 4 one-sided pages (8.5” x 11” sheets).
Submissions to include:
1. Describe your recent Classroom/ Presentation Rooms of similar design to this project, highlighting any that
you provided design/build services. Please list other recent projects that have included design/ build
services. Provide name of project, location, size, direct construction value and date estimating services
were provided.
2. Describe scope of work to be self-performed and work to be sub-contracted. List the sub-contractors you
propose to use for this project and indicate their design/build experience. Provide documentation of
appropriate engineering licensure and insurance (See Supplemental General Conditions) associated with
those that will be providing design assist services.
3. Schedule is critical to the success of this project, please submit a brief schedule that identifies design/build
activities to achieve the desired completion date of August 30, 2019. A list of dates and activities can
suffice for the schedule. Discuss strategies to procure long lead equipment and how you can effectively
manage construction trades to minimize downtime to the conference room.
a. Provide an alternate schedule for procurement, construction and installation for June 15, 2020
through August 30, 2020.
4. Provide your overhead and profit fee associated with this contract. The fee will be scored based upon a
deviation from the median cost proposed by the field of proposers.
a. Provide an alternate fee for the summer 2020 procurement, construction and installation
services.
5. List your proposed mark-up of sub-contractor costs associated with the development of the Bid Price.
Change order costs are governed by UO Retainer General Conditions.
6. Provide labor rates for self-performed work. Provide per trade category as categorized by BOLI.
a. Provide an alternate cost for the summer 2020 procurement, construction and installation
services.
7. Provide your proposed mark-up for materials directly procured for the Bid Price on the project. Change
order costs are governed by the UO Retainer General Conditions.

a. Provide an alternate cost for the summer 2020 procurement, construction and installation
services.
A pre-proposal walk through is scheduled for Wednesday, April 24 at 1:00PM at Willamette Hall Classroom
100 on the University of Oregon Eugene campus.
Scoring approach:
Items 1 and 2 will be assigned 10 points each and will scored based upon the strength of experience described
in the response.
Item 3 will be assigned 10 points and will be scored on scheduling proficiency and effective strategies to meet
the completion date.
Items 4-7 will be assigned 5 points each. The most competitive number will receive 5 points in each category.
Remaining proposers will be assigned points based upon percentage differences between the respondent’s
values.
Notification:
Selection and notification will occur no later than May 3, 2019.
Contract Establishment and Basis:
Upon notification of selection, negotiation of initial design fee for design related items listed in the scope of
work above will commence. This will establish initial contract value. Fully authorized construction value will be
determined through the negotiation of the overall construction cost established through an open book review
of costs.
