REQUEST FOR PROPOSAL FOR WATER TREATMENT PLANT REVAMP & REPAIR PROJECT

The City of Rawlins, a Wyoming Municipal Corporation (“City”), is hereby soliciting sealed proposals for the purpose of selecting qualified firm(s) to provide civil engineering and professional consulting services for the Water Treatment Plant Revamp and Repair Project.

Introduction

The City’s Water Treatment Plant currently uses Programmable Logic Controllers (PLCs) technology to allow communication between the sensors and controls associated with the different assets of the Water Treatment Plant and the Supervisory Control and Data Acquisition (SCADA) system. The PLC components are requiring replacement and the hardware and software assets need a revamp to introduce improvements to the SCADA system, including operation and cybersecurity improvements.

A loan will be used to pay for the needed improvements and repairs. This RFP is focused on the PLCs, Motorola transmitters and receiver, and the other related assets that allow the communication between the SCADA and sensors and controls for the Water Treatment Plant, Wastewater Treatment Plant, and the Pre-treatment plant. This RFP will also be focus on the software and hardware used to establish alarms via SMS, calls, and emails to alert related staff.

Scope of Work

Electrical engineering and Operations proposals are requested to perform the following scope of work:

1. Develop a new schematic, plans and specifications for a water SCADA system that includes all necessary sensors and controls that fits the following requirements:

a. Have PLCs that allow communication between the hardwire sensors and controls and the SCADA server, along with failover PLCs

b. Have a modernized wireless capable input/output device(s) that will allow transmission of sensors and controls that are not feasible with PLC technology to the SCADA with a failover device

c. Use Ignition by Inductive Automation for the viewing of sensor data and control different parts of the water system

d. Have a hardwire auto dialer device that has alarms for 12 critical sensors

e. Use modern technologies to control flow of data and controls to and from the SCADA

f. Use the provided map of the different assets to determine best which sensors and controls should be on PLCs and which sensors and controls should be on the wireless input/output device(s)

g. Control and read data from the Water Treatment Plant, Wastewater Treatment Plant, and the Pre-treatment plant.

h. Read the following levels:

i. Tank levels

ii. Chlorine levels

iii. Ph levels

iv. Flows

v. Turbidity

i. Control the following controls:

i. Tank levels

ii. Chlorine levels

iii. Flows

iv. Pumps

2. Develop schematic, plans and specifications for connecting the SCADA software, Ignition by Inductive Automation, to all the sensors and controls based on the new schematic for the PLCs and wireless input/output device that collect and send data from and to SCADA

3. Develop SCADA software to meet the following requirements:

a. Be able to grant control to various users with different kinds of permissions

b. Have GIS capabilities for the different assets of the water system

c. Have real-time water flow, tank levels,

4. Establish plan for connecting SCADA to software auto dialer that will send out alarms via SMS, calls, and emails

5. Develop user-friendly UI design for user interface for the SCADA that takes advantage of the Ignition Software by Inductive Automation.

6. Provide an estimated implementation timeframe i.e., project schedule for completion of the setup of the project.

7. Develop, and assemble a complete bid package for advertisement.

a. Package will include plans, specifications, and an engineer’s estimate

8. Progress meetings will be expected, by phone or in person, on a weekly basis during the development and startup phases.

9. Proposals must be received no later than 2:00pm, Mountain Time, on April 13th, 2023. Proposals will be publicly opened at that time. Once opened, proposals will be filed for public inspection and become the property of the City.

10. Submittals and Document Finalization. Submit draft schematics, plans and specifications at the thirty percent (30%) and ninety percent (90%) design stages for City review.

Addendum

All interpretations or corrections, as well as any additional RFP provisions that the City may decide to include, will be made only as an official addendum that will be emailed to respondents.

It shall be the Respondent’s responsibility to ensure they have received all addendums before submitting a proposal. Any addendum issued by the City shall become part of the RFP and will be incorporated in the proposal.

Each Respondent must, in its RFP, to avoid any miscommunications, acknowledge all addenda which it has received, but the failure of a Respondent to receive, or acknowledge receipt of any addenda shall not relieve a Respondent of the responsibility for complying with the terms thereof.

The City will not be bound by oral responses to inquiries or written responses other than written addenda.

Terms and Requirements

• The City reserves the right to reject any and all proposals, to waive or not waive informalities or irregularities in the response procedures, and to accept or further negotiate cost, terms, or conditions of any proposal determined by the City to be in the best interest of the City.

• Proposals must be signed in ink by an official authorized to bind the Respondent to its provisions for at least a period of sixty (60) days from the due date of this RFP.

• Failure of the successful Respondent to accept the obligation of the contract within the time permitted in the offered contract may result in the cancellation of any award.

• In the event it becomes necessary to revise any part of the RFP, addenda will be provided. Deadlines for submission of RFP’s may be adjusted to allow for revisions.

• Proposals should be prepared simply and economically, providing a straightforward, concise description of the Respondent’s ability to meet the requirements of the RFP.

• Proposals should not include any plastic covers, binders, or other non-recyclable materials.

• Fee proposals must be submitted with the proposal.

• All proposals become the property of the City once reviewed, whether awarded or rejected.

• Fees other than those stated in the Fee Proposal will not be allowed unless authorized by contract.

• The City is exempt from all taxes. The Respondent, if awarded a contract for this work, shall be responsible for all “sales taxes” and “use taxes” as applicable to this work.

• The City assumes no responsibility or liability for costs incurred by a respondent prior to the execution of a Professional Services Agreement.

• By submitting a proposal, Respondent agrees to bear all costs incurred or related to the preparation, submission and selection process for the proposal.

Rights Reserved by the City of Rawlins

This Request for Proposals does not commit the City to enter into a contract, nor does it obligate the City to pay for any costs incurred in preparation and submission of proposals in anticipation of a contract.

The City of Rawlins reserves the right to:

1. Make the selection based on its sole discretion.

2. Reject any and all proposals without prejudice.

3. Issue subsequent Requests for Proposal.

4. Postpone opening for its own convenience.

5. Remedy technical errors in the Request of Proposal process.

6. Approve or disapprove the use of particular sub-consultants.

7. Negotiate with any, all, or none of the Proposers.

8. Solicit best and final offers from all or some of the Proposers.

9. Accept other than the lowest offer.

10.Waive informalities and irregularities in the proposal.

11.Request clarification of the information submitted.

12.Request additional information. The City reserves the right not to consider any Proposal which it determines to be unresponsive and deficient in any of the information requested within the RFP.

13.The City reserves the right to determine whether the scope of the project will be entirely as described in the RFP, a portion of the scope, or that a revised scope be implemented.

14.The City of Rawlins is a governmental entity which is entitled to certain immunities from liability under Wyoming law. The City of Rawlins reserves all such immunities provided a Wyoming Municipal Corporation.

Proposer Responsibility

Interested proposers have the responsibility of understanding what is required by this solicitation. The City shall not be held responsible for any firm’s lack of understanding. The City shall not be liable for any costs incurred to prepare or submit a proposal for this project.

Non-Discrimination Statement

The City of Rawlins does not discriminate on the basis of race, color, religion, age, marital or veterans’ status, sex, national origin, disability, or any other legally

protected status in the admission or access to, or treatment or employment in, its services, programs or activities.

Lobbying

Proposers are not to contact members of the Rawlins Common Council, Mayor, other elected and appointed officials, or the review committee. Any lobbying by proposers during the RFP process will result in disqualification from consideration.

Proposal Submission

Each Respondent must submit one (1) original Proposal, and one (1) additional Proposal copy. Proposals submitted must be clearly marked: IT Professional Consulting Services for the “WATER TREATMENT PLANT REVAMP & REPAIRS FOR IT RELATED ASSETS PROJECT” and then list Respondent’s name and address.

The City will not be liable to any Respondent for any unforeseen circumstances, delivery, or postal delays. Proposals submitted late or via oral, telephonic, telegraphic, electronic mail, or facsimile will not be considered or accepted. Postmarking on the due date will not substitute for receipt of the Proposal. Each Respondent is responsible for submission of their Proposal. Additional time will not be granted to a single Respondent; however, additional time may be granted to all Respondents when the City determines that circumstances warrant it.

1. Proposals must be received no later than 2:00pm, Mountain Time, on November 1, 2022. Proposals will be publicly opened at that time. Once opened, proposals will be filed for public inspection and become the property of the City.

2. This is not a Lump Sum project but will be billed at the current rate provided by the consultant, which is included in the consultant proposed total cost.

3. All per diem and lodging rates shall be in accordance with the GSA.gov website for Rawlins, Wyoming, for the current year.

4. Mileage Rates shall be in accordance with the IRS Federal Mileage Rate for the current Fiscal Year.

5. All proposals shall be limited to six (6) pages using size eleven (11) font and one (1)-inch margins
