SPILL PREVENTION CONTROL & COUNTERMEASURES INSPECTION AND
REPORTING, AND
UNLINED LANDFILL SUPPORT SERVICES
FOR THE CITY OF CASPER PUBLIC SERVICES DEPARTMENT

Proposals are being requested from qualified consultants to provide Storm Water Pollution
Prevention Plan (SWPPP) inspection & reporting, Spill Prevention Control, Countermeasures Plans
(SPCCP) inspection & reporting, and unlined landfill support services for the Casper Regional Solid
Waste Facility, City of Casper Project No. 21-003.
Such proposals will be sent via email to asveda@casperwy.gov (Alex Sveda, P.E.) and
carbon copied to clangston@casperwy.gov (Cindie Langston) AND sorszulak@casperwy.gov
(Sean Orszulak), of the City of Casper Public Services Department, by 4:00 p.m., Local time,
January 29, 2021.
PROJECT DESCRIPTION.
The project includes SWPPP inspections and reporting, SPCCP inspections and reporting, and
unlined landfill support services for the SWF (Casper Solid Waste Facility, located at 1886 Station
Road, Casper, Wyoming). The SWPPP is required for compliance with the Wyoming Pollutant
Discharge Elimination System (WYPDES) Storm Water Programs Industrial General Permit (IGP)
No. WYR00-0000, and the unlined landfill operations are required for compliance with the United
States Environmental Protection Agency’s (EPA) SPCC regulation (40 CFR 112), and the Wyoming
Department of Environmental Quality (WDEQ).
SCOPE OF SERVICES
The Scope of Services shall, at a minimum, include the following:
A. SWPPP Site Inspections/Reporting:
1. The Consultant shall conduct semi-annual site inspections of storm water controls and
SWPPP’s at the Casper Solid Waste Facility (SWF). The Consultant shall utilize the
City’s most recently updated SWPPP for semi-annual site inspections.
2. The Consultant’s semi-annual site inspections shall be completed in the months of May
and October each year. Following each semi-annual site inspection, the Consultant shall
complete the SWPPP Semi-Annual Inspection, Corrective Action and Best Management

Practice (BMP) Review Forms for each facility. The Consultant shall prepare a letter to
report findings and recommendations of the SWPPP inspections and shall identify
corrective actions. The letter (Letter 1) shall be sent via email and via mail (with bound
paper copy) to the City of Casper Engineering Division and Solid Waste Division. The
Consultant shall send a second email and mailed letter (with bound paper copy),
approximately two (2) weeks following submission of Letter 1, verifying that all
corrective actions have been planned or implemented by City.
3. The City shall be responsible for completing the SWPPP Annual Employee Training
Forms and the Annual List of Significant Spills and Chronic Leaks Forms. The
Consultant shall verify that these forms are included in the record keeping during semi-
annual inspections.
B. SPCCP Site Inspections/Reporting:
1. The Consultant shall conduct semi-annual site inspections of the SPCCP controls and
record keeping forms maintained by facility personnel at the SWF (which includes
Casper Transfer Station, Casper Baler Building, Casper Landfill Equipment Storage
Building, and Casper Regional Landfill).
2. The semi-annual SPCCP site inspections shall be completed concurrent with the semi-
annual SWPPP site inspections. Following each semi-annual SPCCP site inspection, the
Consultant shall prepare a letter to report findings and recommendations of the SPCCP
inspections and shall identify corrective actions. The letter (Letter 2) shall be sent via
email and via mail (with bound paper copy) to the City of Casper Engineering Division
and Solid Waste Division. The Consultant shall send a second email and mailed letter
(with bound paper copy), approximately two (2) weeks following submission of Letter 2,
verifying that all corrective actions have been implemented by City.
C. The Consultant shall provide to the City completed SWPPP Semi-Annual Inspection,
Corrective Action and BMP Review Forms (considered the semi-annual SWPPP report), and
the completed SPCCP semi-annual letter report within thirty (30) days following the semi-
annual site inspections. The documents shall be provided to City as described in SCOPE OF
SERVICES.A above.
D. The Consultant shall annually review the SWPPP and SPCCPs for the SWF for accuracy and
completeness and revise the SWPPPS and SPCCPs as directed by the City. Updated
SWPPPs and SPCCPs shall be provided annually to City by November 30th in 2021, 2022,
2023, 2024, and 2025.
E. The Consultant shall provide lists of acceptable and nonacceptable wastes in the unlined
landfill located in the Casper Regional Landfill permit (WDEQ Permit Number 10.071).
The lists shall be updated based on industry standards and information available from around
the country indicating the potential for waste types to impact groundwater from unlined

waste disposal. The Consultant shall work closely with City staff to ensure the updated lists
are protective of groundwater. The work shall be performed with consideration of
information from the Wyoming Department of Environmental Quality Solid and Hazardous
Waste Division, industry standards from both private and government, and readily available
information from other states. The end product will be revised Lists of Acceptable and
Unacceptable Wastes allowed for disposal in the unlined Casper landfill cell. The
Consultant shall submit the revised lists to WDEQ for replacement in the Casper Regional
Landfill (CRL) permit and inclusion as part of the screening process in the Casper Regional
Transfer Station permit. The consultant shall update data and procedures in both permits to
ensure consistent language is used in both permits.
F. The Consultant shall train solid waste division staff on waste screening procedures related to
the updated Acceptable and Unacceptable Wastes in the Unlined Landfill. As part of the
training, written screening procedures shall be provided. The training shall also include
what to require for waste screening analytical tests from customers and how to review and
interpret analytical results. Training shall be provided annually for five (5) years.
G. The Consultant shall provide support to City staff related to waste screening of specific
waste types. Providing waste screening support shall include answering questions related to
specific waste load screening on an as-needed basis, not more than eight (8) hours per year
for five (5) years.
H. The Consultant shall provide annual groundwater level measurements for all groundwater
wells in the Closed Balefill, Old Landfill area, and Casper Regional Landfill. The
groundwater level readings will be used to update of the combined Groundwater Elevations
Contour Map showing groundwater elevations for the CRL, Closed Balefill, and old landfill
south of Metro Road.
ENGINEERING FEE
In submitting a proposal for this project, the consultant shall prepare and submit one detailed fee
schedule with an upset amount for each fee schedule as covered by the Scope of Services in this
RFP.
The engineering fee shall be based on estimated project costs, time and material, including hourly
rates for technical personnel, and reimbursables, with an upset amount. The fee schedule shall
include all items in the above scope of work. If at any time during the term of this contract it
appears that the upset amount will be exceeded, the Consultant shall immediately notify the City
Engineering staff and provide a complete statement justifying the anticipated change in the contract
fee. An amendment authorizing any increased fee can only be approved by the City Council. The
amendment must be approved before the commencement of any additional work.
The Consultant shall be responsible and responsive to the City in its requests and requirements
within the scope of this proposal, and shall confer with and be guided by the directives of the City

through the office of the City Manager or his designated representative.

Following is the tentative timetable for this RFP:

The submittal of a proposal will be indication that the Consultant has no problem in keeping
this schedule.
MEETINGS
The Consultant shall attend any special meeting with the City Manager or City staff, relating to the
performance of this contract, and shall provide the City with monthly written progress reports,
accompanying partial payment requests. Progress reports shall include personnel utilization and
associated time applied to the project, in addition to an itemization of expenses.
CONTRACT
The Consultant will be required to sign a contract with the City relating to the work to be performed.
Such contract shall include, but not necessarily be limited to, the following articles: method of
compensation, time of performance, subcontracts, duties of the consultant, termination of the
contract, ownership of material, changes, EEO, ADA, submission of material, and obligations of the
City.
SELECTION.
The selection of the consulting firm will be based upon project team qualifications, team
management/organization, ability of firm to recognize design opportunities in the project,
demonstrated design experience, willingness to meet time requirements, community involvement of
the firm. One (1) firm will be selected on the basis of their qualifications and fee. No prospective
proposer shall withdraw his proposal for a period of sixty (60) days after the deadline for proposal
submittals.
In making a proposal, the Consultant hereby certifies that he has reviewed this RFP and is familiar
with all conditions contained therein.
GENERAL.
A. Additional Information.

In addition to the items addressed in the Scope of Services, the following information
relating to the consultant's qualifications is required. The Consultant shall prepare and
submit a non-priced technical proposal to include, at a minimum, the following:
1. The consulting firm's name, address, and telephone number.
2. Types of services which your firm is qualified to provide.
3. Names of key personnel, the experience of each available for this project, each key
personnel’s proposed work load and availability towards this project.
4. Names and addresses of outside consultants or associates which will be retained for
assistance.
5. Number and type of current projects for which the firm is principal engineer.
6. Recent list of completed projects most similar to this project, including key contacts
and references, approximate budget, and other pertinent information.
A fee proposal with upset (not to exceed) amount AND a non-priced technical proposal in
separate .pdf files shall be emailed. The email containing the price proposal shall be of
Subject: "SWPPP, SPCC, INSPECTION, AND REPORTING, PROJ. NO. 21-003 - PRICE
PROPOSAL." The price proposal shall be signed by an authorized representative of the
Consultant offering the proposal.
B. Addendum or Supplement to Request for Proposal.
In the event that it becomes necessary to revise any of this Request for Proposal (RFP), an
Addendum to this RFP will be provided to each Consultant. The City reserves the right to
change submission date(s) for any reason, including an Addendum or Supplement to the
RFP.
C. Late Proposals.
Late proposals will not be accepted. It is the responsibility of the Consultant to insure that
the proposal arrives prior to 4:00 p.m., Local Time, January 29, 2021.
D. Rejection of Proposals.
The City of Casper reserves the right to reject any or all submissions, and to waive
informalities and minor irregularities in submissions received, and to accept any portion of a
proposal or all items if deemed in the best interest of the City of Casper.
