Sealed bids for the construction of the Precision Rail Spur Project to include Site Civil and Rail Improvements at Precision Railway Equipment Company in Independence, Kansas will be received by the City of Independence, City Clerk, on behalf of Precision Railway Equipment Company (Owner), until 2:00 p.m. on Tuesday, June 20, 2023, at which time the bids will be opened publicly and read aloud.

Project bid includes three (3) separate scope of work sections. Contractors may bid on individual scopes of work or any combination of all three.

1. Site civil scope for the development of a rail tamper remanufacturing and maintenance facility. The building structure, interior paving, driveways and parking lot were completed in a previous phase. Scope of work includes, but is not limited to, mass grading, rail bed/subballast grading, ballast & walkway ballast procurement, placement and stockpiling, private storm sewer system improvements (pipe, inlets, gabions, concrete weir), pavement construction (aggregate and concrete), and final seeding & erosion control.
2. Track material acquisition scope includes procuring all rail materials (ties, rail, turnouts, OTM), other than the rail bed/subballast, ballast, and walkway ballast.
3. Rail construction scope includes the placement of the track section, including ballast, ties, rails, turnouts, walkway ballast and other track material (OTM).

All bids shall be submitted on forms which may be obtained from the City of Independence. The proposed contract documents consisting of specifications together with information for bidders, bid proposal, forms, and forms of contract, performance bond and maintenance bond can be downloaded from the City’s website or picked up, in person, at City Hall, 825 W. Laurel, Independence, KS.

Submittal: Hard copy bids (no email submissions) must be submitted directly to City Hall. Bids can be submitted using a carrier such as Fedex, or hand delivered in a sealed envelope. No bid bond is required. Identify the envelope as follows:

No bidder may withdraw their bid for at least sixty (60) days after the scheduled closing time for the receipt of bids. The City of Independence on behalf of Precision Railway Equipment Company reserves the right to reject any or all bids and to waive informalities.
