Description:

The Newport Police Department is soliciting sealed bids for a turn-key physical security surveillance system of up to seven outdoor rated cameras along Riverboat Row, Newport on the Levee, and Southshore Properties.

All sealed bids shall be delivered to City Clerk Tiffany Myers, 998 Monmouth St., Newport, KY 41071, before 10:00 a.m. local time on Wednesday, January 24, 2024, at which time the bids will be publicly opened and read aloud. All bids shall be in a sealed envelope and clearly marked “Surveillance System” in the bottom left corner. The City of Newport is not responsible for the premature opening of or failure to open a sealed bid that is not properly addressed or identified. All information on the bid form shall be typed, written, or printed in ink. Please do not use whiteout or correction tape on the bid form. Doing so may result in the rejection of the bid.

All bids must be accompanied by a Bid bond in the amount of 5% of the bid. The successful bidder will be required to provide a performance bond in the amount of one hundred percent (100%) of the bid. The City of Newport reserves the right to reject all bids and waive all formalities in the award of the bid.

Provided in this solicitation are details of the required specifications and details of the scope of work.
The City of Newport Police Department is accepting sealed bids for procuring and installing seven remote-controlled pole-mounted surveillance cameras. The cameras must be NDAA compliant and include all equipment for the function and operation of the cameras.
The cameras should meet a minimum of the following:
(a) Multi-sensor panoramic camera total of 20 MP resolution or greater
(b) PTZ camera capable of 360-degree coverage
(c) 2 PTZ cameras with at least 40x optical zoom capabilities
(d) 1080p resolution or better
(e) low light operation
(f) compatible video format for distribution/viewing
(g) equipped with at least 12V/90W uninterruptible power supply
(h) 60GHZ/6GHZ radio for PTP connectivity.
The cameras must be new with all manufacturer warranties. The bid must also include the camera's capabilities to integrate into the Southern Ohio, Southeastern Indiana & Northern Kentucky (SOSINK) Ohio River Camera platform.
The bids should include a description of the equipment proposed, including specifications, installation, and maintenance requirements. The proposals should also provide guaranteed completion no later than 8/31/26. The bid submitted by the vendor must be able to itemize equipment costs upon request to avoid confusion or ambiguity. The City of Newport Police Department will be responsible for providing electricity at all sites. The successful bidder(s) should be proficient in installing and maintaining security systems and can comply with all applicable regulations and standards. The City of Newport Police Department retains the right to terminate any agreement if the vendor's ability to fulfill the project requirements is misrepresented or falsified.
