Bids must be submitted on the forms supplied and in the manner specified within the Bid Documents. The invitation is
open to On-Call Trade Electrical Contractors ($100K - $500K) only.
UNIVERSITY COVID-19 MITIGATION GUIDELINES
As part of UConn’s on-going effort to ensure a secure and safe working environment for its students, workforce,
clients, and visitors, the University has developed the “University COVID-19 Mitigation Guidelines for the Contractor
Community.” A copy of the Guidelines can be found by visiting the following website:

section. You may also find additional information at: https://ehs.uconn.edu/ehs-covid-resources/.
These guidelines establish consistent standards for mitigating the spread of COVID-19 that must be undertaken by
the Contractor and are intended to assist UConn in meeting its commitments.
PROJECT DESCRIPTION
The University of Connecticut requests pricing to install new electrical circuits in the seven (7) Telecomm Rooms at the
Waterbury Downtown Campus, Waterbury, Connecticut.
PROJECT DURATION
The construction start date is no sooner than October 2020 with a project duration of three (3) months.
PRE-BID MEETING
With the recent Covid-19 outbreak, there will not be an in-person pre-bid. However, there will be a Webex video
conference pre-bid of the work required as part of the construction documents on Wednesday, September 9, 2020 at
10:00 a.m. with the opportunity to ask questions. A link for the Webex pre-bid conference will be provided upon
request. Please send requests for the invitation to walter.dalia@uconn.edu This pre-bid is not mandatory but it is
strongly recommend that all prequalified bidders participate in this video conference.

REQUEST FOR INFORMATION PROCEDURE:
All Requests for Information (“RFI”) must be received in writing no later than 2:00 p.m. on Wednesday, September 16,
2020 and emailed to walter.dalia@uconn.edu using the RFI form included within the bid documents. Include in the
subject line: RFI Waterbury Downtown Campus WALR Electrical, #IT1210. Questions received verbally will not be
answered. All answers will be published by written Bid Clarification. Extensions of RFI deadlines may only be revised
via written Bid Clarification. It is the responsibility of all bidders to verify that they are current with all Bid Clarifications
issued prior to bid submission.
BID SUBMISSION INFORMATIONG
Bids are to be e-mailed to cpca@uconn.edu no later than Thursday, September 24, 2020 @ 2:00 p.m. Bids will be
publicly opened and read on Thursday, September 24, 2020 @ 2:15 p.m. via video conference. The link to the video
conference will be provided via email. The subject line of the email bid submission shall include Project #IT1210,
Project name and the Bidder’s name.
In order to maintain the integrity of the bidding process, any bid sent to other email addresses other than
cpca@uconn.edu may be disqualified. Any bid received after 2:00 p.m. will remain unopened and be disqualified.
The Bid shall be accompanied by a Bid Bond in the amount of ten percent (10%) of the amount bid. All bonds required
for this Project shall be acceptable to the University and, as a minimum, issued through a bonding company licensed to
transact such business in the State of Connecticut and named on the current list of "Surety Companies Acceptable on
Federal Bonds" as published in the "Treasury Department Circular 570".
The “Set-Aside” for this project is that (1) not less than thirty (30%) of the total Contract Price be awarded to
subcontractors who are certified by the Connecticut Department of Administrative Services as “Small Business
Enterprises” (“SBEs”) and (2) not less than ten (10%) of the total Contract Price be awarded to subcontractors who are
certified by the Connecticut Department of Administrative Services as “Minority Business Enterprises” (“MBEs”) (the
10% set aside for MBEs may be included in the 30% set aside for SBEs). The general contractors are responsible for
ensuring that they and the SBEs they have selected are eligible contractors, and that they meet State requirements.
The University of Connecticut is committed to increasing participation and enrollment of Small and Minority Businesses
(S/MBE’s) on our contracts. It is expected that those contracting with us will give thoughtful consideration both to the
approach they use in their selection of the eligible Connecticut-certified S/MBE’s that they will utilize and in the
maximizing of contracting and work opportunities for S/MBE’s. To ensure that you are exploring all possible ways to
be inclusive, included below is a sample of specific possibilities for breakout of the schedule of values. We appreciate
your partnering with us to ensure that S/MBE’s are given an opportunity to work, contribute and grow their businesses
on University projects.

The University reserves the right to reject any or all Bids, in whole or in part, to award any item, group of items, or total
Bid, and to waive any informality or technical defects, if it is deemed to be in the best interests of the University.
No Bidder may withdraw its Bid within ninety (90) days of the date of the Bid opening. Should there be reasons why
the Contract cannot be awarded within the specified period, the time may be extended by mutual agreement between
the University and the Bidder.
