New South End Light Rail Station (Project)

The City of Charlotte (City) is soliciting Statements of Qualifications (SOQs) from firms/teams (Firms) to provide Engineering and Architectural services (Services) for the New South End Light Rail Station (Project). The City is seeking firms whose combination of experience and expertise will provide timely, professional services to the City. The City reserves the right to enter into one or more contracts with any firm selected under this RFQ process.
The LYNX South End Station project will construct a new LRT station along the LYNX Blue Line (South Corridor) approximately mid-way between the East/West Boulevard and New Bern Stations. The new station must operate and communicate as part of the overall Lynx Blue Line. Construction will take place while the Blue Line remains in service.

1.2 Project Overview
The LYNX South End Station project will construct a new LRT station along the LYNX Blue Line (South
Corridor) approximately mid-way between the East/West Boulevard and New Bern Stations. The new
station must operate and communicate as part of the overall Lynx Blue Line. Construction will take place
while the Blue Line remains in service.
The City of Charlotte completed a study in 2019 to determine the feasibility of constructing a pedestrian
crossing or a new station mid-way between the East/West Boulevard and New Bern Stations. Charlotte
Area Transit System (CATS) determined a new station would best serve the project area. The study
indicated two potential locations for the new station, and a final station site will be determined through
this contract.
The new station will be designed to the same standards as the recently constructed LYNX Blue Line
Extension (BLE) stations and will have the capacity to serve up to three Light Rail Vehicles (LRVs).
Construction and testing must occur with minimal disruption to LYNX Blue Line revenue service.

to add/remove specific events to meet the unique needs of this Project.

RFQ INSTRUCTIONS
Attendance at the pre-submittal meeting is not mandatory, but is highly recommended.
SOQs shall be enclosed in a sealed envelope or package, addressed to the City of Charlotte. The name and
address of the firm, the RFQ number and RFQ Title, shall be placed on the outside of the package. All items
required for a responsive SOQ shall be included. It is the sole responsibility of the firm to ensure that the
SOQ package is received no later than the established due date and time at the proper location. SOQs
received after the due date and time will not be considered. SOQs submitted by facsimile or other
electronic means will not be accepted.

1.4 Evaluation Criteria and Process
Qualifications will be evaluated based on the Respondent’s ability to meet the performance requirements
of this RFQ. This section provides a description of the evaluation criteria that will be used to evaluate the
Qualifications. To be deemed responsive, it is important for the Respondent to provide appropriate detail
to demonstrate satisfaction of each criterion and compliance with the performance provisions outlined in
this RFQ. The Respondent’s Statement of Qualifications (SOQ) will be the primary source of information
used in the evaluation process. Qualifications must contain information specifically related to the proposed
Services and requested herein. Failure of any Respondent to submit information requested may result in
the elimination of the SOQ from further evaluation.
Qualifications will be assessed to determine the most comprehensive solution for the City based on, but

adequate staffing and proper organization for the Scope of Services, key team members availability, and
prior experience of the team working together.

Respondents will be evaluated on the experience of the Design Consultant Project Manager, Design
Manager and other Project professional that demonstrate a history of success with similar projects,
including experience providing similar services for similar projects, prior experience managing FTA New
Starts projects, and coordination experience with State DOT highway projects. The Design Manager and
other project design related professionals referenced must be employed by the firm and licensed in the
State of North Carolina.
