Toate documentele componente ale propunerii tehnice si toate documentele componente propunerii financiare, vor fi transmise de catre operatorii economici numai in format electronic.
Se face precizarea ca toate documentele mentionate mai sus se vor numerota, semna si stampila de catre operatorul economic, se vor scana se vor incarca in SEAP la sectiunea corespunzatoare pentru fiecare tip de document. Propunerea financiara se va completa si in SEAP la rubrica special prevazuta.
Modalitatea de transmitere a solicitarilor de clarificari si a informatiilor suplimentare la documentatiile de atribuire precum si raspunsurile formulate la acestea se face prin intermediul SEAP, prin accesarea sectiunii dedicate ?Intrebari din detaliul procedurii de atribuire/lotului aflate in desfasurare;
Autoritatea contractanta va publica atat raspunsurile, cat si intrebarile aferente in sectiunea ?Documentatie, clarificari si decizii din cuprinsul anuntului de participare, in vederea accesarii acestora si de catre toti operatorii economici.
In urma finalizarii fiecareia dintre fazele de verificare, autoritatea contractanta comunica fiecarui ofertant ce a fost respins motivele care au stat la baza acestei decizii, iar celorlalti faptul ca se trece la faza urmatoare de verificare, cu respectarea prevederilor Capitolului IV, Sectiunea a 13?a din Legea nr. 98/2016/
In cazul in care dupa finalizarea analizarii documentelor de calificare si a ofertelor tehnice vor exista preturi egale (oferte financiare identice), totodata fiind si cele mai scazute, autoritatea contractanta va solicita doar acestor operatori economici o noua oferta financiara ce va fi transmisa in SEAP, caz in care contractul va fi atribuit ofertantului a carui noua oferta financiara are pretul cel mai scazut. Se vor transmite formularul de oferta si centralizatorul ofertei financiare.
