Udlndingestyrelsen er i medfr af Udlndingeloven ansvarlig for at tilvejebringe og drive indkvarteringssteder for asylansgere i Danmark. Der er pa nuvrende tidspunkt 32 indkvarteringssteder i Danmark. Driften heraf varetages pa nuvrende tidspunkt af 6 forskellige operatrer. De eksisterende operatraftaler er indgaet for 2017, og den udbudte opgave omfatter saledes driften af indkvarteringsstederne med kontraktopstart pr. 1.1.2018 og i en periode pa forelbigt 1 ar med mulighed for forlngelse.

Operatropgaven omfatter blandt andet flgende ydelser, som nrmere beskrevet i udkast til operatraftale:

? Indkvarteringsydelser

? Social- og sundhedsydelser

? Pasningstilbud for brn

? Undervisnings- og fritidstilbud for brn

? Undervisning og aktivering for voksne

? Facility management opgaver

? Abning og/eller lukning af indkvarteringssteder samt op- og nedskalering af pladser ift. indkvarteringsniveauet

? Varetagelse af inventarfunktion.

Udelukkelsesgrunde:

Ansger er udelukket fra at deltage i udbuddet, hvis denne er omfattet af udelukkelsesgrundene i udbudslovens 135-137, og denne ikke inden for en af Ordregiver fastsat rimelig frist har fremlagt dokumentation for, at denne er palidelig, jf. udbudslovens 138.

Mindstekrav til egnethed:

? Ansger skal ved fremvisning af mindst 1 reference kunne dokumentere erfaring med asylindkvarteringsopgaver eller andre sociale ydelser, som nrmere beskrevet i udbudsbetingelsernes pkt. 7.5.

? Ansger skal have haft omstning eller indtgter i de seneste 2 reviderede regnskabsar, som anfrt i udbudsbetingelsernes pkt. 7.5

Udvlgelse:

For hver enkelt delaftale vil ordregiver opfordre maksimum 3 ansgere til at afgive et indledende tilbud. Udvlgelsen vil blive foretaget i overensstemmelse med det i udbudsbetingelsernes pkt. 7.7 anfrte.

Ordregiver vil tildele operatraftalerne efter kriteriet: Den bedste kvalitet inden for den konomiske ramme. Ordregiver vil i den forbindelse bl.a. lgge vgt pa i hvilket omfang tilbudsgiver vil bidrage til at sikre, at de beboere, der indkvarteres pa landets asylcentre far en vrdig og tryg ventetid under asylsagens behandling og indtil overgangen til integration eller udrejse af Danmark. Se nrmere herom i udbudsbetingelsernes pkt. 10, hvor kriterierne for tildeling er beskrevet.

Udbuddet gennemfres som et udbud med forhandling i overensstemmelse med udbudslovens afsnit III og den procedure, der er anfrt i udbudsbetingelserne. Ordregiver forbeholder sig dog ret til at tildele en eller flere af operatraftalerne pa baggrund af det indledende tilbud og altsa uden, at der gennemfres et forhandlingsforlb for den eller de pagldende operatraftaler.
