The Seafish Responsible Fishing Scheme (RFS) is a voluntary vessel-based programme certifying high standards of crew welfare and responsible catching practices on board fishing vessels. The RFS is a business-to-business tool to help fishermen showcase industry-agreed best practice through independent, third-party auditing. The Seafish Industry Authority (Seafish) is seeking a Service Provider for the global operation, management and delivery of the Seafish Responsible Fishing Scheme. Seafish will remain as standard owner, but seeks a not-for-profit entity to deliver this contract.

This specification describes the Seafish Industry Authority's requirement for a bidder to tender for the global operation, management and delivery of the Seafish Responsible Fishing Scheme.

Seafish will remain as standard owner, but seeks a not-for-profit entity to deliver this contract.

Seafish sees the contract duration as significant in maintaining established global provision of the RFS. It is therefore planning to offer a contract for a minimum period of 5 years, with the option to extend for 1 further period of 5 years, at Seafish's sole discretion. The extension to the contract will be reviewed at the end of year 4.

III.1.1) Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:

The Supplier is required to ensure that all staff engaged in the performance of the contract are appropriately qualified/trained and have an appropriate level of knowledge and expertise relevant to the delivery of the service.

The Supplier will ensure that there is a sufficient level of trained and competent staff to manage the service at all times and that an adequate reserve of trained and competent staff are available during holidays, sickness and/or any other absence to cover all eventualities.

The Supplier's staff must be appropriately trained to deliver the required services in accordance with the Statement of requirements. This may include, but is not limited to, training on the tasks they have to perform, relevant rules of the contract, procedures concerning health and safety at work and procedures concerning sustainability issues.

In order to meet the above the tenderer will have to demonstrate attributes required in order to achieve goals. Example kinds of attributes expected are:

1. Appropriately qualified staff with experience of delivering standards to ISO compliant standard, or equivalent;

2. Understanding and interpretation of scope of work required;

3. Capacity;

4. Good communication including with stakeholders and any other parties as may be required;

5. Innovative and focussed on improving quality and delivery.
