Description

This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request for Quotations number is 70Z0-8524-Q-00512 and is issued as a request for quotations (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-65 dated January 29, 2013. The NAICS Code is 336611. The small business size standard is 1250. This is a total small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. All responses from interested vendors must be received on/before 0800am Pacific Time, Nov 18th, 2023, and will be reviewed by the Government.



The United States Coast Guard Surface Force Logistics Center has a requirement for the following:

TECHNICAL SERVICES FOR COIL REPLACEMENT USCGC BISCAYNE BAY





Background. Two boiler heater coils replace in fan space.





Scope. The scope of this work is on the USCGC BISCAYNE BAY and consists of:



There are two ¾” in copper fittings on each unit that need to be sweated in. The units are bolted in-line with the air ducting and have an electric pre-heater attached to each unit. Ships force would be able to unwire and tag-out the electric units as an interference. The major restrictive aspect for this job is its location in the fan space, the overhead is 45” and it is accessed via a 25”x30” door. After both units are installed approximately 230 gallons of boiler water will need to be removed and replaced with Dow Frost HD Glycol 94%. We have the procedures for the boiler water replacement provided by Coast Guard Yard below. Please let me know if there is anything else that I can provide to better outline the scope of work for this project.





Objective. The objective of this requirement is to Remove and renew the 2 coils and return the system to fully functional.





Tasks. The contractor shall Drain the entire boiler system completely, using the drain valves located on the bottom of each boiler where the relief valve ties into. Once that is complete, secure those two valves so the Dow frost doesn’t empty into the bilge. Next, there should be a low point drain located in the pilot house, use that for your fill point. We use 2ea 55gal barrels of Dow frost and the system holds about 230 gals, just a FYI. Once you add the Dow frost I use a garden hose to fill the system back up because you get more PSI from shore tie versus through the backflow preventer which is only set at 14 PSI. I tie the garden hose into the low point drain in the E/R on the supply side off of the 3” trunk line that goes into Aux space. I then use the pilot house and aft fan room as the two high points to bleed all of the air out (garden hose to a bucket). Once everything is filled and topped off just jog the one recirc pump in E/R for about 5 sec clips 15/20 times and that allows all the air to bleed out through the auto air vents located throughout the entire system. DO NOT, run them for long periods of time reasoning being it just makes it harder to get the air out of the system. Lastly once that is complete everything should be satisfied and running smoothly.





Government furnished property. Two coils to be installed .If further GFP is required, it will be incorporated via contract modification.



Security Requirement. Base access is required. Vendor shall have a valid driver’s license and show identification. Cutter personnel will make arrangements to ensure contractor has access to base.
