The United States Army Corps of Engineers (USACE) New Orleans District has the following requirement:



NOTE: THIS IS A PRESOLICITATION NOTICE, NOT A SOLICITATION. SPECIFICATIONS ARE NOT AVAILABLE AT THIS TIME; THEREFORE, NO QUESTIONS OF A TECHNICAL OR CONTRACTUAL NATURE WILL BE ACCEPTED OR ANSWERED UNTIL THE SOLICITATION IS ISSUED. INFORMATION CONTAINED IN THIS PRESOLICITATION NOTICE IS SUBJECT TO CHANGE.



This solicitation, W912P8B24B0003, will issue as an Invitation for Bid (IFB), resulting in the award of a single firm fixed price (FFP) contract. The solicitation will issue on or about 26 January 2024. Actual issue date and anticipated bid opening will be shown when the solicitation is issued.





The work consists of clearing and grubbing, placing sand fill, installation of vertical wick drains and horizontal strip drains, installing high strength geotextile, compacted clay embankment, construction of temporary bypass road, driving steel sheet pile cutoff, driving steel pipe piles, constructing reinforced concrete T-type floodwalls, fabricating and installing a structural steel roller gate at Highway 51, installing pipe sleeves through steel sheet piling, constructing access road along protected side of levee, regrading asphaltic highway, fertilizing, seeding and mulching levee embankment and all other work incidental thereto.



The estimated construction magnitude is between $25,000,000.00 and $100,000,000.00.



The Government anticipates this solicitation will be Total Small Business Set-A-Side procurement. The NAICS Code for this procurement is 237990 with a size standard of $45M. Any responsible source meeting the required standards may submit a bid to be considered by the New Orleans District. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any amendments.
