4) Attach a black Non Disclosure Agreement to this announcement



5) ROMs should include cost elements - Direct Cost (Labor & Materials) and ODCs (other direct costs / G&A, profit, overhead, etc.)



6) ROMs shall not include any unforeseen conditions (Contingencies)

The United States Secret Service intends to hold an Industry Day for the White House Defense Training Facility (WHDTF) at the James J. Rowley Training Facility (JJRTC) on December 13, 2023, at 8:30 AM EST.



The content herein is for planning purposes only, and does not constitute a pre-solicitation notice, an invitation for bid, or Request for Proposal (quote) in accordance with FAR 52.215-3. Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. There is no obligation by the Government to purchase the products or services within this presentation unless a formal solicitation or invitation for bid is issued and an order or contract is awarded. All planned procurements are subject to revisions and/or cancellation.



The purpose of this Industry Day is to obtain industry input on a rough order of magnitude (ROM) costs for the construction of the WHDTF.



The project consists of designing and constructing the White House Defense Training Facility (WHDTF), a full-scale site and building representation of the White House (the Reference Site), on an approximately 41-acre wooded site on the JJRTC property.



The primary structure of the WHDTF is the White House Replica, which is intended to replicate the floorplan and outward appearance of the primary residence at the Reference Site. The White House Replica consists of:



a. a four-floor Residence/Mansion,



b. three-floor West Wing, and



c. two-floor East Wing



The White House replica includes finished interiors utilizing basic construction materials in a floorplan that mirrors the White House in areas that will primarily serve and support training activities.



The WHDTF site layout will replicate conditions at the Reference Site grounds for exterior training activities. As such, additional outbuildings are also included in the WHDTF project scope, including:



a. a Visitor's Center,



b. Maintenance Building/Pony Shed,



c. Tennis Pavilion,



d. Swimming Pool Cabana - as a structural shell,



e. Pebble Beach - represented in size and dimension for use as unconditioned storage with prefabricated metal sheds, and



f. Four (4) "Build-out" Uniformed Division Posts (UDPs): A5, A14, B3 and B11



g. Three (3) "manual" UDPs: A1, A4, and B4



h. Eleven (11) prefabricated UDPs: A2, B12, B14, C2A, C5, C6, C8, C9, C12, SP6 and SP8



Site design and construction includes site grading, roadways, driveways, sidewalks, paths, and parking as well as retaining walls, steps, and building entrances that will be accurately replicated to match the Reference Site. The Contractor must also develop and implement a landscaping plan that replicates the subject site landscape by locating plantings and hardscape features in similar locations without attempting to mimic the diversity and maturity of the Reference Site landscape.



The Contractor must design and construct new potable and fire protection water, sanitary sewer, natural gas, electrical, and fiber optic telecommunications service infrastructure. These utilities must connect to existing utilities infrastructure at JJRTC and be extended to serve the WHDTF as necessary.



The Contractor must design, permit, and construct temporary and permanent stormwater management facilities in compliance with State of Maryland stormwater regulatory procedures and requirements while replicating the Reference Site. The Contractor will be responsible for obtaining all permits, including but not limited to environmental, electrical, plumbing, structural and engineering.



In accordance with FAR 36.204(h) Disclosure of the magnitude of construction, the current estimated ROM is more than $10,000,000.

All submissions become Government property and will not be returned.



Regardless of the information submitted, the Government reserves the right to consider any arrangement as determined appropriate for this requirement.



No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any information provided by respondents for any purpose determined necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.

Questions may be submitted prior to the site visit to the points of contact listed above, no later than December 11, 2023, at 4:00pm EST. After the Industry Day, there will be a question-and-answer period with all Final questions due to the Government no later than Thursday, December 21, 2023, 2:00 PM EST.



Vendor ROMs and all responses are due to the Government no later than Wednesday, January 17, 2024, at 12:00 PM EST. Vendor responses should not exceed ten (10) pages and shall be submitted in a PDF file type. The requested response is a ROM for the project described above. Please provide your companies capabilities statement with your response. Capability Statements do not count against page count.
