Second and First Units – FY23 Sediment Removal, Punxsutawney Local Flood Protection Project, Mahoning Creek, Punxsutawney, Jefferson County, Pennsylvania



The U.S. Army Corps of Engineers, Pittsburgh District, has a project that involves channel maintenance work within the River boundaries of Mahoning Creek, in the Local Flood Protection Project, in Punxsutawney, Jefferson County, Pennsylvania. More specifically, the work area is located between Pittsburgh-Buffalo Highway (US119) downstream to the terminus of the project. This project extends past the Punxsutawney Borough Sewage Plant. The major features of the requirements are identified below:



The overall contract scope of work consists of furnishing all supplies, materials, equipment and labor as necessary to remove approximately 6,000 cubic yards of sediment that will be disposed of at a properly permitted facility and to restore the channel to as-built conditions in accordance with the Drawings and Specifications. These sediment deposits will be sampled, removed, and disposed of in accordance with current State and Federal regulations including sampling and sediment control. This work will occur over a length of approximately 11,000 linear feet of river channel. The work area can be accessed from two (2) existing ramp locations at South Gilpin Street and Mulberry Alley.



The work shall be completed within 365 calendar days after receipt of the written Notice to Proceed.



Per FAR 36.204(e) the magnitude of construction is between $500,000 and $1,000,000.



This acquisition will be procured as a 100% HUBZone Set-Aside. The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract. All responsible Bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 3 October 2023, online through Procurement Integrated Enterprise Environment (PIEE) which posts the opportunity to SAM.gov; therefore, requests for hardcopies of the solicitation will not be honored.



The North American Industrial Classification System (NAICS) for this procurement is 237990 – Dredging and Surface Cleanup Activities and the small business size standard is $37.0 Million.



In order to submit a Bid on this project, your company must-
