Description

Notice of Intent to Issue a Sole Source Contract for Operations & Maintenance (O&M) Services at the Judiciary Square.



Description: The General Services Administration (GSA) Public Building Service (PBS) National Capital Region (NCR) Washington, DC intends to issue a sole source contract in accordance with FAR 6.302-1 for a one-month period. The contract work will be performed at the Judiciary Square located at 633 Third Street, NW, Washington, DC. The intended source will be Trademasters Service, Inc.



The contract will provide for the following services:




  • Electrical systems and equipment.(Required parts identified on the manufacturer’s parts list and all products and components installed as part of the system).

  • Mechanical systems and equipment (which includes all functional and moving parts that make the system work), plumbing, Building Automation System (BAS) where applicable (where BAS/ ECMS systems are connected to the GSA network, the Contractor’s employees will need to obtain a GSA ENT account to access systems) and heating, ventilation, exhaust systems and air conditioning (HVAC) systems and equipment.

  • Fire protection and life safety systems and equipment coordinated with GSA Fire Alarm

  • All control systems that are within the scope of this Contract. All Building Automation Systems (BAS), Public Address Systems, and Computerized Lighting Systems that are within the scope of this Contract (BAS, and Computerized software maintenance is excluded).

  • Architectural and structural systems, fixtures, and equipment within the site (to the property line).

  • Service request desk operations as identified in Section C.1.8.4 to include record keeping using a computerized maintenance management system (CMMS) if available or by other means as well as other administrative functions.

  • Maintenance of landscape irrigation systems. (Except Sprinkler Head adjustment)

  • Mechanical equipment for window washing (wall glider, tracks, davits, pedestals and associated equipment).

  • Locks, keycard systems, vehicle barrier systems and static and dynamic bollard systems.

  • Dock levelers and roll-up and sliding garage doors.

  • Elevator and vertical transportation systems, including locks and keycard systems.

  • Storm drainage systems - reduce storm water pollution by minimizing discharges and runoff to the storm sewer system and environment. m. The Contractor shall complete roofing system investigations and repairs.

  • The Contractor shall maintain and repair U.S. flag pole, lighting and pulley system.

  • The Contractor shall maintain kitchen/concessions area drains.

  • The Contractor shall maintain conveying equipment, parking control equipment, and loading dock equipment



The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as cited in FAR 6.302-1: “Only one responsible source and no other supplies or services will satisfy agency requirements”.



The current Operations & Maintenance (O&M) contract expires on April 30, 2023. The General Services Administration (GSA) is currently working on a procurement for an interim contract prior to the expiration of the current contract.



This notice of intent is not a request for competitive proposals as no solicitation package will be issued. GSA will consider any bids, proposals, quotations, or capability statements. Any response shall be submitted via e-mail to Jose Nativisegovia, Contracting Officer at jose.nativisegovia@gsa.gov and Tyler Anderson, Contract Specialist, via email at tyler.anderson@gsa.gov NO LATER THAN Saturday, February 25, 2023 at 5 PM (EST). The agency will consider any such submission.
