The C-17 Program Management Office has a requirement that is for a firm-fixed price contract for one (1) each NSN: 5120-01-500-5497, KIT, WRENCH - CORE THRUST REVERSER, P/N 17G230271-1, which includes one (1) First Article, one (1) First Article Test Plan, and one (1) First Article Test Report. The F117-PW-100 engine used on the C-17A are equipped with core thrust reversers (TR’s). The reverser mounts to the AFT engine flange with 60 bolts. The bolts are per DPD Standard 3D0118-1, which has NO. 10 wrenching elements per MS33787. The companion self-locking nuts are located along the rear engine flange. The bolt heads are accessible from the rear (Reverser Side) of the interface plane (the head of the bolt faces rearward, toward the exhaust end of the engine). A means is required to provide a comprehensive set of equipment to remove the core thrust reverser/engine interface mount bolts. The means shall meet the following requirements: Be of adequate strength to overcome a break loose torque (the break loose torque may be as much as 180 IN-LBS; twice the installation value)., Be able to access all 60 mount bolts., Deliver 90 +/- 10 IN-LBS of torque to install the bolts (the tightening value is per DPD DPS 2.70-2 FOR 1/4-28 threaded steel bolts). The means will also be used to run-down the bolts prior to final tightening. Delivery is FOB Destination with shipments in the continental United States. This requirement will be solicited as a competitive 100% Small Business-Set-Aside award. All responsible sources may submit a quotation which shall be considered by the agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. Proposals will be evaluated based on the criteria stated in the RFP. All data for this weapon system is considered EXPORT CONTROLLED. Proposals are due 17 April 2024 by 5:00 PM EST.
