Mission and Installation Contracting Command (MICC) Fort Johnson is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) construction contract that consists of pavement, infrastructure, and drainage. This acquisition is 100% set aside for Certified 8(a) small business set-aside under NAICS 237310, Highway, Street, and Bridge Construction (Size Standard $45 Million). The magnitude of the procurement is estimated to be between $26,000,000 and $100,000,000.00.
The Contractor shall furnish all labor, plant, materials, and equipment to provide repairs and new construction of pavement, infrastructure, and drainage as described in the Statement of Work (SOW) and drawings at various locations at Ft. Johnson, Louisiana. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed at various locations at Ft. Johnson and other designated training locations (i.e., Peason Ridge, etc.). The Wage Determination: General Decision Number: LA20230014, will govern work under this contract.
- A Bid guarantee is required and shall be at least 20% of the bid price but, shall not exceed $3,000,000.00.
- An organized site visit will be conducted for this procurement. The site visit will be held on 11 January 2024 @ 1:00 PM. Additional details will be available in the solicitation.
- The date for issuing the solicitation 5 January 2024, details for bid opening will be available in the solicitation.
The technical exhibits will be available for inspection without charge thru SAM.gov at https://sam.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent on the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at https://sam.gov to receive a government contract award. The SAM online Representations and Certifications must also be current and include NAICS 237310 to qualify to receive a contract award.

The Procurement Integrated Enterprise Environment (PIEE) (https://piee.eb.mil) is the Department’s core tool for facilitating full utilization of electronic processing of data and documents in the Procure-to-Pay environment. Within that environment, is the Solicitation Module which provides the capability for secure, timestamped submission of contractors’ proposals. The Solicitation Module was designed specifically to capture the documentation needed to memorialize the date and time of offer submissions, as well as to retain those files and the attendant time and date stamps. It supports large file sizes of 1.9 GB per file, with no limit on the number of files, as well as multiple file formats. It also is integrated with the System for Award Management for publishing associated notices in accordance with Federal Acquisition Regulation Part 5 requirements.
Vendors must register in the Procurement Integrated Enterprise Environment for the specific applications they wish to use.
